Algiers – September 2025 – The decision of President Abdelmadjid Tebboune to immediately import 10,000 brand-new buses marks a decisive turning point in Algeria’s strategy to modernize its public transport sector and restore citizen confidence after a series of deadly road accidents.

At a high-level meeting chaired Tuesday at the Government Palace by Acting Prime Minister Sifi Ghrieb, ministers and senior officials from the defense, industry, transport, and innovation sectors convened to hammer out the operational details of this unprecedented measure. The initiative, directly tied to President Tebboune’s urgent directives following the tragic bus accident of 15 August, seeks not only to replace Algeria’s outdated fleet but also to overhaul road safety mechanisms at every level.

The President’s call extends beyond vehicle replacement. His instructions included the bulk acquisition of spare parts and tires, the drafting of stricter road traffic legislation, and the systematic assignment of civil liability to all actors implicated in accidents — from negligent drivers to auto-schools, technical control agencies, and road maintenance companies.

This vision signals a new era in Algerian transport policy, shifting from reactive crisis management to proactive prevention.

The new fleet is expected to be deployed progressively, replacing obsolete vehicles long associated with hazardous conditions for passengers. Alongside modernization, the plan also prioritizes affordability, reliability, and sustainable mobility. Acting Prime Minister Ghrieb underlined the urgency of “swift and rigorous execution,” framing the measure as a national priority where citizen safety is no longer negotiable.

In line with the President’s orientations, the Ministry of Transport has already begun working on reforms to professional licensing, technical inspections, and the implementation of systematic drug testing for professional drivers. At the same time, Algeria’s security services — the Gendarmerie and the National Police — will be equipped with enhanced tools to combat what Tebboune has called “road terrorism.”

Transport Minister Saïd Sayoud stressed that this reform is part of a long-term, integrated approach to combine safety, efficiency, and sustainability, with ongoing oversight and strict enforcement. The importation of 10,000 buses is thus only the opening salvo in a broader campaign to modernize Algeria’s mobility infrastructure and protect its citizens from preventable tragedies.
