President Tebboune Reaffirms Algeria’s Enduring Commitment to Africa’s Development, Continental Integration

Algiers – October 2025 – In a reaffirmation of Algeria’s unwavering dedication to Africa’s collective progress, President Abdelmadjid Tebboune emphasized the country’s steadfast role in promoting sustainable development and regional integration across the continent. Speaking on his behalf, the Speaker of the Council of the Nation, Azouz Nasri, delivered Tebboune’s address during the 3rd Summit on Infrastructure Financing for African Development held in Luanda, under the chairmanship of Angolan President João Manuel Lourenço, who currently presides over the African Union.
President Tebboune underlined that Algeria, throughout its successive stages of national development, has remained a pivotal actor in Africa’s advancement, launching and executing ambitious projects that embody its firm conviction that cooperation and integration are the most effective means of achieving shared prosperity.
Reiterating Algeria’s belief in the unity of Africa’s destiny and the principles of solidarity and fraternity, President Tebboune stressed the necessity of adopting a practical and clear vision that transcends political pledges and translates into tangible mechanisms of implementation. He called upon African nations to accelerate the realization of major continental projects listed under the African Infrastructure Development Initiative, within specific deadlines, while ensuring consistent political and technical oversight at the highest level.
A Call for a Permanent Coordination Mechanism
President Tebboune proposed the establishment of a permanent coordination mechanism linking African states, the African Union, and regional financial institutions to guarantee the efficient implementation of priority projects and the exchange of technical and financial expertise. He also urged the removal of technical, procedural, and financial obstacles impeding the progress of major initiatives, advocating for a flexible approach that takes into account the specific realities of each region.
The President further emphasized the importance of strengthening public-private partnerships and prioritizing the mobilization of African resources before resorting to external funding. He encouraged the creation of joint African sovereign funds as innovative solutions to finance and sustain infrastructure development across the continent.
With assertive clarity, President Tebboune called for enhanced coordination between the African Union and its member states to unify efforts, avoid duplication, and accelerate the pace of implementing priority infrastructure projects. He also stressed the need for establishing a periodic evaluation and monitoring system that ensures transparency, accountability, and measurable impact on citizens’ daily lives, turning ambitious plans into tangible outcomes.
Algeria’s Mega Projects: Pillars of Continental Connectivity
Highlighting Algeria’s major contributions to continental integration, President Tebboune referred to several landmark projects. Chief among them is the Trans-Saharan Highway, linking Algeria to five African countries, which plays a vital role in opening access to landlocked Sahel nations and transforming the route into a critical economic and trade hub.
He also cited the railway connection of southern Algeria, designed as part of a long-term strategic vision to extend railway links to neighboring countries, thereby promoting regional integration and shared growth. Additionally, the Tindouf-Zouerate road project—financed by the Algerian Agency for International Cooperation for Solidarity and Development (AACISD)—serves as a gateway connecting North and West Africa.
Among other transformative initiatives, the President mentioned the Trans-Saharan Fiber Optic Backbone, aimed at strengthening digital infrastructure and fostering the digital economy in the Sahel, in line with global technological transitions. He also reaffirmed the strategic importance of the Nigeria-Algeria Trans-Saharan Gas Pipeline, passing through Niger, as a cornerstone of continental energy cooperation and a model of South-South partnership.
