Algiers – October 2025 – In a reaffirmation of his enduring commitment to justice, integrity, and the consolidation of the rule of law, President Abdelmadjid Tebboune, in his capacity as President of the High Council of the Judiciary (CSM), inaugurated the 2025–2026 judicial year on Sunday at the Supreme Court headquarters. The solemn ceremony, attended by senior state officials, members of the government, and high-ranking judicial figures, marked not only the start of a new judicial calendar but also a renewed pledge to strengthen the foundations of an independent and ethical justice system in Algeria.
In his keynote address, President Tebboune announced the promulgation of the new statute of the magistracy before the end of 2025, setting a decisive course for the justice sector to ensure a system characterized by “independence and integrity.” This reform, he stressed, will represent a historic step in aligning the mission of the magistracy with the State’s constitutional and moral orientations, reaffirming Algeria’s steadfast march toward the full realization of the rule of law.
“Continuing Efforts to Moralize Judicial Practice”
President Tebboune underlined that the forthcoming promulgation of the magistracy statute will constitute a transformative milestone—one that seeks to cleanse judicial activity of all unethical practices and reinforce its moral fabric. He emphasized that the government must mobilize every available resource to achieve this objective, reflecting an unshakeable commitment to a justice system grounded in integrity and impartiality.
“Convinced of the vital role of the magistracy, we have consistently instructed the government to ensure the proper care of justice sector personnel and to pursue efforts aimed at moralizing judicial action and improving it in terms of quality and efficiency,” declared the President. His statement encapsulated a clear vision: to elevate judicial professionalism and place magistrates in optimal conditions to fulfill their noble responsibilities with independence and honor.
“Allowing Magistrates to Devote Themselves Fully to Their Mission”
Placing the human element at the core of his reform agenda, President Tebboune highlighted the importance of addressing the everyday needs of magistrates so that they may fully dedicate themselves to their judicial duties. He reaffirmed his “firm determination to mobilize and provide all human and material resources necessary to guarantee an independent and upright justice that embodies the rule of law, in loyalty to the valiant Algerian people and in tribute to the sacrifices of the nation’s martyrs.”
The Head of State further noted that the inauguration of the judicial year constitutes “an opportunity to assess the achievements of the judicial institution, thanks to the reforms undertaken to establish an independent, honest, and effective justice system.” It is, he said, also a moment to reaffirm his unyielding commitment to granting the judiciary the prominent place it deserves within the institutional architecture of the Algerian state.
Restoring Citizens’ Confidence in the State
President Tebboune reiterated his vision of a judiciary that serves as the pillar of justice, stability, and trust between citizens and the State. He recalled the significant progress made in recent years in consolidating the judiciary’s independence and professionalism, underscoring the ongoing efforts to build a solid, efficient, and transparent judicial system capable of strengthening citizens’ confidence in public institutions and fostering a sense of security and reassurance across society.
He emphasized that the revision of the magistracy statute forms an integral part of the broader process of amending and adapting the legal framework governing the judiciary in accordance with constitutional principles. This organic law will precisely define the duties, rights, and career paths of magistrates, ensuring alignment with the President’s constitutional pledge to secure an independent judiciary that serves justice without interference or bias.
Through this initiative, President Tebboune reasserts Algeria’s unwavering determination to anchor justice at the heart of national renewal—a justice that stands as the guarantor of citizens’ rights, the embodiment of the rule of law, and the living testament of Algeria’s eternal loyalty to its martyrs and its people.
