In an address during his televised interview, President Abdelmadjid Tebboune underscores Algeria’s irreversible path toward water sovereignty, anchored in large-scale seawater desalination projects led entirely by national expertise. Algiers, Algeria– Friday, July 18, 2025 | In his latest media appearance on Friday evening, President Abdelmadjid Tebboune delivered a resolute and forward-looking message to the nation, assuring citizens that “No Algerian will go thirsty.” This solemn reaffirmation of a long-standing presidential commitment to water security underscores the government’s strategic prioritization of universal access to potable water—an issue that has assumed national urgency in the face of climate challenges and rising demand.

Speaking during his periodic televised interview with national press representatives, President Tebboune emphasized that the availability of drinking water is not only a governmental priority, but a fundamental right that the Algerian state is determined to safeguard through tangible, large-scale infrastructure and long-term planning.

At the heart of this effort lies a robust national desalination strategy, designed to ensure sustainable and autonomous water supply across the national territory. The first phase, now fully completed, saw the successful construction and commissioning of five state-of-the-art seawater desalination plants, executed exclusively by Algerian expertise. These facilities—located in El Tarf (Koudiet Draouche), Boumerdès (Cap Djinet), Tipaza (Fouka), Oran (Cap Blanc), and Béjaïa (Tighremt-Toudja)—each boast a daily production capacity of 300,000 cubic meters, collectively accounting for a national capacity increase of 1.5 million cubic meters per day. The overall investment in this first phase approached 2.4 billion USD, testifying to Algeria’s unwavering political and financial commitment to water sovereignty.

Looking ahead, President Tebboune announced that a second phase is scheduled to commence in early 2026, encompassing six additional high-capacity desalination plants in the wilayas of Skikda, Jijel, Tizi-Ouzou, Chlef, Mostaganem, and Tlemcen. These new plants will be integral to the broader vision of securing long-term supply for 18 provinces currently under hydric stress. Feasibility studies and hydrological modeling are already underway to optimize the distribution networks stemming from these facilities.

President Tebboune’s declaration reflects more than an infrastructural agenda—it is a symbol of state responsibility and national dignity, placing Algeria among the leading nations in the Mediterranean region to embrace large-scale, technologically driven water solutions.
