Algiers – November 2025 – In a scene marked by tremendous popular enthusiasm, President Abdelmadjid Tebboune was greeted on Thursday by thousands of residents lining the historic Abane Ramdane Street in central Constantine. Citizens from all municipalities of the wilaya flocked to welcome the Head of State, expressing deep appreciation for the development efforts and strategic achievements dedicated to the city of knowledge and scholars. The President warmly acknowledged the crowds, whose presence reflected the strong bond between the population and the national leadership’s vision for Constantine’s advancement.
The presidential visit unfolded as a comprehensive working and inspection mission, during which President Tebboune launched, inaugurated, and reviewed several transformative projects across key sectors including health, industry, housing, and civil society engagement.
A New 500-Bed University Hospital: A Monumental Leap for Healthcare in Constantine
The centerpiece of Thursday’s programme was the laying of the foundation stone for a new 500-bed Centre Hospitalo-Universitaire (CHU). Backed by a public investment of 9.9 billion dinars and a 28-month construction timeframe, the project is set to relieve unprecedented pressure on the overcrowded CHU Dr. Abdeslam Benbadis.
Located in the strategically positioned Zouaghi district and entrusted to the public group Cosider, the hospital embodies a national effort to decentralize advanced medical capabilities. According to the Director of Health for the wilaya, Lynda Boubguira, the new CHU will host state-of-the-art surgery rooms and specialized units in neurosurgery, pediatrics, cardiology, hematology, and intensive care.
Beyond treatment facilities, the CHU will serve as a scientific and academic hub, offering pedagogical spaces and cutting-edge laboratories to support medical training and research, especially for students of the nearby Salah Boubnider University (Constantine 3). The project had previously received formal approval during the latest meeting of the Council of Ministers.
Tebboune Inaugurates a Major Pharmaceutical Complex: Boosting Industrial Sovereignty
As part of his mission to strengthen national pharmaceutical sovereignty, President Tebboune inaugurated a new pharmaceutical production complex in Constantine. Covering an impressive 27,000 square meters and generating more than 500 jobs, the facility specializes in respiratory sprays, ENT medications, soft capsules, and anticancer drugs—marking a significant contribution to Algeria’s expanding medical-industrial base.
Touring the production units, the President emphasized the importance of localizing advanced medical industries, particularly those addressing chronic and life-threatening illnesses.
Initiatives to Establish Specialized Medical Poles
During his hospital visit, President Tebboune issued strategic instructions to develop national expertise in high-end medical specialties. He highlighted the need to create specialized medical hubs, particularly in neurosurgery and cardiology, stressing that structural modernization must be paired with the training of specialized doctors within Algerian universities.
“The construction of major hospitals is a normal endeavour,” the President stated, “but what we fundamentally need is to train doctors in cutting-edge specialties. This is our strategic ambition.” He revealed the goal of reaching 13,000 specialized medical graduates—complemented by the 13,000 general practitioners who graduate annually.
The President underlined that Algeria enjoys international credibility and substantial potential, prompting several leading medical nations, such as Germany, to express interest in reinforced cooperation. “Algeria will secure the necessary support to develop advanced medical specialties,” he affirmed.
Housing Development: Foundation Stone Laid for 8,050 AADL 3 Units
In a major step toward meeting housing demand, President Tebboune laid the foundation stone for the construction of 8,050 AADL rental-purchase units under the AADL 3 programme. Located in the Sissaoui urban pole, the project will accompany Constantine’s urban modernization, which includes the renovation of the ancient city and the digitization of the housing sector—a reform the President closely followed through dedicated briefings.
Homage to Abdelhamid Ben Badis: A Moment of National Reverence
President Tebboune also visited the resting place of Sheikh Abdelhamid Ben Badis, paying tribute to the revered scholar and father of Algeria’s intellectual renaissance. He took time to meet with Ben Badis’s grandchildren, reaffirming the enduring symbolic relationship between the nation’s present and its spiritual and intellectual heritage.
Dialogue with Civil Society: A Commitment to Grassroots Participation
Rounding out his visit, the President presided over a high-level meeting with civil society actors in Constantine. Listening attentively to their concerns and proposals, he reiterated the crucial role of civic organizations in accompanying state efforts and ensuring balanced, sustainable development within the wilaya.
The visit, rich in symbolism and strategic content, underscored Constantine’s position as a pivotal pole of national development. By launching major health, industrial, and housing projects—and by engaging directly with citizens and civil society—President Tebboune reaffirmed his administration’s commitment to laying the foundations of a strong, modern, and socially responsive Algerian state.
