President Tebboune Unveils Major Reform Package: New Wilayas, Salary Revaluation, Strategic Rail Projects, and 2026 Industrial Milestones

Algiers – November 2025 – In a far-reaching session of the Council of Ministers held Sunday, President Abdelmadjid Tebboune presided over a meeting marked by strategic decisions, ambitious development directives, and firm instructions aimed at propelling Algeria into a new phase of structural consolidation and economic sovereignty. As Commander-in-Chief of the Armed Forces and Minister of National Defence, President Tebboune oversaw a dense agenda encompassing administrative promotion in key regions, strategic industrial projects, major infrastructure developments and new measures affecting social policy.
The President began by ordering the immediate opening of an investigation into the origins of the simultaneous forest fires that struck several wilayas over the past weekend, stressing the urgent need to clarify responsibilities and prevent future incidents. In parallel, he instructed the Minister of Finance to prepare a project for the revaluation of the national guaranteed minimum wage (SNMG) as well as the unemployment allowance—two measures reflecting the state’s commitment to strengthening social justice and the purchasing power of citizens.
He further insisted on the necessity of permanent and rigorous monitoring of public spaces, both in terms of safety and hygiene, across all wilayas of the country. Public and private transport operators, he emphasized, must be compelled to respect strict hygiene standards in all cities, particularly in Algiers and in touristic areas where the quality of services directly shapes the country’s public image.
A key highlight of the session was the approval of the proposal to upgrade eleven administrative districts in the High Plateaus and the South to full-fledged wilayas. These include Aflou, Barika, Ksar Chellala, Messaad, Aïn Oussara, Bou Saâda, El Abiodh Sidi Cheikh, El Kantara, Bir El Ater, Ksar El Boukhari, and El Aricha. President Tebboune instructed that the necessary procedures be launched without delay in coordination with both chambers of Parliament, reaffirming the state’s commitment to reinforcing local governance and improving public service delivery in vast and strategic regions.
On the crucial Tindouf–Béchar mining railway line, the President issued firm instructions to the Minister of Public Works to finalize preparations for its full inauguration in January 2026. The event, he said, should be celebrated as a national milestone marking Algeria’s entry into a new economic era and symbolizing the remarkable achievements of the Algerian people on the path of development.
Progress on the Gara Djebilet iron mine—one of the country’s most strategic industrial undertakings—also occupied a central place in the discussions. President Tebboune ordered that the local use and processing of iron ore extracted from the mine begin in the first quarter of 2026, describing the milestone as unprecedented in the history of independent Algeria. It signals a transformative shift toward economic sovereignty and diversification beyond hydrocarbons.
He instructed all stakeholders to intensify their efforts, noting that the project is now approaching full operationalization. The Council of Ministers approved the creation of new iron-ore processing plants in Tindouf, Béchar, and Naâma to support the project’s industrial ecosystem. The President emphasized that the first shipment of locally extracted iron ore must be transported via the new railway line to the Tosyali steel complex in Oran in 2026—an essential step in reducing import costs and progressively achieving national self-sufficiency.
The Council also approved the construction of a 500-bed University Hospital Centre (CHU) in Constantine, a major addition to the national health infrastructure, as well as a contract for the acquisition of specialized equipment for the Enterprise for Digital Development Support (EADN), in line with the state’s push for digital modernization.
The meeting concluded with the approval of several decrees and individual decisions involving appointments and terminations in senior state positions, consolidating the institutional framework required to implement the President’s ambitious roadmap.
