The directives issued by the Head of State on Sunday reflect not only his acute awareness of the social realities facing Algerians but also a deep-rooted commitment to ensuring that every segment of society—women, youth, students, workers, and the diaspora—receives meaningful support through well-structured sectoral programs.

Since taking office in 2019, President Tebboune has remained steadfast in his mission to serve the aspirations of the Algerian people, particularly the most vulnerable. His governance model has been characterized by systematic and responsive engagement with citizens’ needs, with major strides achieved in economic relief, pandemic response, crisis management, and food security.

The President’s emphasis on women’s protection, youth inclusion, and diaspora reintegration emerged strongly in the Council’s recent session, which tackled a wide range of strategic matters, including harvest season logistics, summer preparedness, the reception framework for Algerians living abroad, and the nationwide deployment of the productive family support program.

A Results-Oriented Strategy for Inclusive Development

Beyond mere policy statements, President Tebboune has instituted a governance approach that demands tangible results, systematic monitoring, and measurable impact. This results-based framework has proven effective in managing past crises—whether chronic shortages of essential goods, natural disasters, or the COVID-19 pandemic.

At the heart of this strategy is a firm political will to improve the condition of women in Algeria. The President took the lead once again on Sunday, ordering additional mechanisms to protect women against all forms of violence—a recurring priority of his administration.

New legal provisions, including modifications to the Penal Code, were put forward to criminalize harassment in both public and private spaces, as well as physical, psychological, and sexual abuse. A landmark achievement was the 2024 adoption of legislation enabling restraining orders, barring perpetrators of domestic violence from approaching their victims—measures that were unthinkable only a few years ago.

These reforms are not just symbolic. They are grounded in Article 40 of the Algerian Constitution, which enshrines the state’s obligation to protect women from violence in all contexts—home, workplace, and public spaces. The President’s initiatives have drawn recognition from both local rights advocates and international organizations, reinforcing Algeria’s commitment to gender justice.

Institutional Support and New Legal Tools

As part of these reforms, a legal guide on the protection and promotion of women’s rights was recently published. This comprehensive tool brings together all legal texts relating to women’s rights and serves as a practical reference for security services, civil society organizations, and social workers dealing with victims of gender-based violence.

In tandem, the government has activated the toll-free hotline 1026, a national service offering confidential and immediate support to victims of abuse, facilitating access to psychosocial, legal, and medical assistance.

Additionally, a new national council has been installed by the Minister of National Solidarity to develop a comprehensive national strategy to combat violence against women—a further testament to the seriousness with which this issue is addressed at the highest levels.

Empowering Women Through Economic Autonomy

The Council also reviewed progress on the productive family initiative, a flagship program designed to promote female and family entrepreneurship, particularly in rural and economically marginalized areas. Through access to microloans and material support, women are empowered to launch small-scale income-generating projects—transforming them from dependent individuals into active agents of economic development.

These initiatives aim to break the cycle of dependency and social vulnerability that disproportionately affects women, especially in rural communities, where many still rely on male relatives for basic financial needs. Thanks to this program, thousands of women have already been able to acquire equipment and secure financing for their small businesses.

Through these transformative policies, President Tebboune continues to shape a more equitable Algeria, where citizenship is measured not only by rights but by real opportunities for participation and protection. His leadership continues to affirm that a strong nation begins with an inclusive society—one that listens, supports, and uplifts every voice.
