President Tebboune’s Second Mandate: A Year of Strategic Breakthroughs and Tangible Transformation
✍️ BY: Dr. Hana Saada
Algiers – September 2025 – The first year of President Abdelmadjid Tebboune’s second mandate will be remembered as a watershed moment in Algeria’s trajectory toward modernization, diversification, and national renewal. In keeping with his campaign pledge that this mandate would be “the one of the economy,” the head of state has translated words into decisive action, setting the country firmly on the rails of structural transformation and long-term resilience.
This was not a year of mere promises. Rather, it has been marked by an acceleration of strategic projects across the energy, agriculture, infrastructure, and industrial sectors, each of which bears witness to an unwavering determination to position Algeria among the world’s emerging powers by 2027. Under Tebboune’s direct leadership, the government has redefined priorities, mobilized colossal resources, and implemented projects that not only redefine Algeria’s economic landscape but also respond to the pressing needs of sovereignty, equity, and modernization.
A Nation in Motion: From Rentier Dependency to Diversification
For decades, Algeria’s economy was shackled to the fluctuations of hydrocarbon rents. Today, the country is breaking free from that cycle. The first year of Tebboune’s new mandate has seen an ambitious reconfiguration of the economic model, focusing on diversification and self-sufficiency. The National Equipment Fund for Development (CNED) currently supervises more than 50 large-scale projects, with investments exceeding 6,400 billion dinars.
These projects are concentrated primarily on infrastructure — highways, railways, tram networks, metro expansions, and strategic road corridors — providing the backbone for integrated development. Yet the ambition extends further. The agricultural sector is undergoing a renaissance, the energy sector is embracing renewables alongside hydrocarbons, and the industrial sector is reviving dormant complexes while nurturing local production chains.
The leitmotif of this policy is clear: to create added value, jobs, and competitive industries that will anchor Algeria in the global economy while securing prosperity for its citizens.
Gara Djebilet: The South’s Iron Forge of Tomorrow
Perhaps no project better symbolizes this paradigm shift than Gara Djebilet. Nestled in the vast Sahara of Tindouf, the iron mine — with reserves estimated at 3.5 billion tonnes — has long been the stuff of legend. Today, it is becoming the cornerstone of Algeria’s post-oil economy.
The exploitation of Gara Djebilet is integrated into a broader vision: the construction of a $1 billion steel complex and a 900 km railway linking Tindouf to Béchar. This railway is set to transform what was once an isolated outpost into a thriving hub of industrial and logistical significance. Unlike past extractivist approaches, the project is not limited to raw material exportation. It incorporates local transformation units, aiming to feed Algeria’s domestic steel demand while creating a competitive export capacity.
The project’s ripple effects will be felt across multiple fronts: job creation for thousands, revitalization of marginalized southern regions, and a strategic foothold in Africa’s iron and steel markets under the African Continental Free Trade Area. Gara Djebilet thus represents both an economic and geopolitical leap forward.
“Baladna”: Charting the Path to Food Sovereignty
Food security has become a national imperative, and the colossal “Baladna” project — born of Algerian-Qatari cooperation — is proof that Algeria is determined to rise to this challenge. With $3.5 billion invested in 117,000 hectares of Saharan farmland, the project is expected to meet 50% of national milk powder demand by 2026, dramatically reducing Algeria’s import bill.
Equipped with modern irrigation systems, advanced livestock farms, and a processing plant in Adrar, the project will generate more than 5,000 direct jobs. Complementary ventures, such as the Algerian-Italian $420 million project in Timimoun focused on cereals and legumes, underline the strategic drive to ensure sovereignty over essential food chains.
Meanwhile, agro-industrial infrastructures such as Kotama Agrifood and Tafadis are poised to cover national demand for oils and sugar while building export capacity. These developments confirm Algeria’s intent to become a regional agro-power, capitalizing on its human capital, fertile lands, and international partnerships.
Mining Beyond Hydrocarbons: Zinc, Phosphate, and Global Competitiveness
Beyond Gara Djebilet, Algeria is unlocking the potential of its vast mineral wealth. The Oued Amizour zinc and lead project, developed in partnership with Australia, is one of the largest zinc reserves in the world. With an annual capacity of 170,000 tonnes of zinc concentrate, the project is not only a revenue generator but also a vital source of local employment and technological expertise.
Equally significant is the Integrated Phosphate Project (PPI) in Tébessa, with a projected capacity of six million tonnes per year and revenues estimated at $2 billion annually. This venture positions Algeria as a global player in fertilizers, integrating extraction with transformation to maximize value creation. Such initiatives reinforce the national strategy of turning Algeria’s natural wealth into levers of sustainable and diversified growth.
Impact Beyond Numbers: Transforming Citizens’ Lives
While investments and figures dominate headlines, the true measure of Tebboune’s first year lies in its tangible impact on Algerians’ daily lives. The launch, inspection, and delivery of strategic projects across multiple regions have begun to alter the socio-economic fabric of the country. From new transport networks and industrial hubs to agricultural reforms and job opportunities, Algerians are witnessing a palpable change in their living standards.
This period marks not just continuity, but a clear rupture with past inefficiencies. It signals the emergence of a new governance model rooted in results, accountability, and long-term vision. The first year of the second mandate is not an end in itself, but the foundation of an Algeria that is modern, sovereign, and globally competitive.
Toward 2027: Algeria’s Emerging Power Ambition
As Algeria approaches the horizon of 2027, its trajectory under President Tebboune is unmistakably forward-looking. The nation is forging a new identity — no longer a rentier economy at the mercy of global oil cycles, but a diversified powerhouse ready to claim its rightful place on the international stage.
From iron mines in the Sahara to agro-industrial fields in Adrar, from phosphate complexes in Tébessa to railways linking remote regions, the projects unfolding today will define the Algeria of tomorrow. In this first year of his renewed mandate, President Tebboune has sent a clear message: the era of promises without delivery is over. Algeria is building, transforming, and rising.
