President Tebboune’s Vision in Action: Launch of Tlemcen’s Mega Seawater Desalination Plant to Secure Regional Water Supply

Algiers – November 2025 – The implementation of President Abdelmadjid Tebboune’s directive took a decisive step forward on Saturday with the official launch of the seawater desalination plant (SDEM) in Aïn Adjroud, Tlemcen. The groundbreaking ceremony, held along the Marsa Ben M’hidi coastline, symbolically marked the commencement of construction under the supervision of Sonatrach CEO Noureddine Daoudi and EADE (Algerian Water Desalination Enterprise) head Lahcen Bada.

This strategic project, adopted during the October Council of Ministers chaired by President Tebboune, is part of a national program designed to secure potable water supply across the country. The program envisions three high-capacity SDEM plants in Tlemcen, Mostaganem, and Chlef.

Each station will ultimately produce 300,000 cubic meters of desalinated water per day. Covering 15 hectares, the Tlemcen plant, contracted to Cosider Canalisations, is projected to serve approximately three million residents in the wilaya and surrounding areas, addressing critical water scarcity challenges. The site selection along Aïn Adjroud beach reflects the region’s historical demand for potable water, compounded by seasonal tourism pressures.

Designed with environmental considerations in mind, the plant integrates renewable energy solutions to minimize ecological impact. Beyond serving Tlemcen, the distribution network will extend to neighboring municipalities and support the region’s highly active agricultural sector. Specialized desalination training programs will also be launched in collaboration with technical institutes, fostering local expertise and reinforcing Algeria’s national knowledge base in water management.

The plant will employ reverse osmosis technology, with its first phase slated to begin operations within two years, producing 150,000 cubic meters per day—half of its full capacity. The project will generate approximately 1,500 jobs, including 100 permanent positions, thereby stimulating the local economy and supporting regional development.

Sonatrach CEO Noureddine Daoudi emphasized that this initiative aligns with Algeria’s broader strategy to diversify water resources, ensure urban and population growth needs are met, and reinforce regional water security. Complementary plants in Chlef and Mostaganem will further alleviate pressure on surface reservoirs and underground aquifers. By 2030, Algeria aims to produce 5.6 million cubic meters of desalinated water daily, addressing climate change impacts and rising water demand.

This project builds on recent achievements, including the commissioning of five similar desalination plants in El Tarf, Bejaïa, Boumerdès, Tipasa, and Oran. Entrusting construction to national companies in collaboration with key institutional actors highlights Algeria’s commitment to cultivating local expertise while catalyzing regional economic growth.
