From high-level political dialogue and energy partnerships to joint positions at the UN Security Council, the Tebboune-Pirc Musar meeting in Ljubljana marks a turning point in Algerian-Slovenian relations.

Algiers, Algeria | May 13th, 2025 — In a landmark step toward cementing a multifaceted partnership, President Abdelmadjid Tebboune of Algeria began a high-level state visit to Slovenia on Monday, at the invitation of Slovenian President Natasa Pirc Musar. The visit, held at the historic Brdo Castle near Ljubljana, underscored the two nations’ shared ambition to elevate their bilateral relations across diplomatic, economic, scientific, and multilateral platforms.

 

The tête-à-tête between President Tebboune and President Pirc Musar was marked by cordiality and mutual respect, as the Slovenian head of state warmly welcomed her Algerian counterpart. The two leaders reviewed the trajectory of Algerian-Slovenian cooperation and emphasized the need to scale it to new heights, particularly in light of the current geopolitical challenges and opportunities in global governance.

As part of his itinerary, President Tebboune also toured the Brdo Castle Museum, a site steeped in Slovenian and Yugoslav history, which includes exhibits honoring former Yugoslav leader Josip Broz Tito. At the conclusion of the visit, President Tebboune inscribed a message in the palace’s golden book, symbolizing the enduring friendship between Algeria and Slovenia.

A Renewed Strategic Alliance

President Tebboune’s visit comes as a natural progression in a growing relationship that has gained considerable momentum over the past year. In 2023, Algerian authorities hosted Slovenian Prime Minister Robert Golob in Algiers—a visit that proved both substantive and symbolic. The encounter resulted in the signing of multiple cooperation agreements, including a bilateral accord on visa exemption for diplomatic passport holders, enhancing institutional dialogue and official exchanges.

Algérie-Slovénie, la coopération se densifie

This upward trajectory has now been consolidated through the establishment of reciprocal embassies. The opening of the Algerian embassy in Ljubljana in August 2023, just three months after Slovenia inaugurated its diplomatic mission in Algiers, is seen as a cornerstone for long-term strategic coordination. Algerian Foreign Minister Ahmed Attaf, speaking at the embassy’s inauguration, emphasized that this step “opens a new chapter towards increased economic cooperation and deeper political coordination,” stressing that both countries aim to unlock the full potential of their bilateral ties.

Expanding Cooperation: Energy, AI, and Diplomacy

Beyond the diplomatic framework, tangible economic cooperation is underway. During the Slovenian Prime Minister’s visit to Algiers, Sonatrach—the Algerian oil and gas giant—inked a partnership agreement with the Slovenian firm Geoplan, reflecting Algeria’s commitment to diversifying its energy alliances in Europe.

Simultaneously, a Memorandum of Understanding was signed between the Algerian Ministry of Higher Education and Scientific Research and Slovenia’s Ministry of Digital Transformation, focusing on collaboration in artificial intelligence. This scientific cooperation is set to play a vital role in building knowledge economies in both countries, as well as positioning Algeria as a key regional actor in AI research and development.

Coordinated Voice at the UN Security Council

The convergence between Algeria and Slovenia extends beyond bilateral matters. As non-permanent members of the United Nations Security Council since January 2024, the two nations have intensified their coordination on major global issues, including the defense of just causes and the promotion of multilateralism.

Slovenian Prime Minister Golob highlighted the close collaboration during his recent audience with President Tebboune, stating: “Algeria and Slovenia have worked closely together over the past months, addressing complex global challenges and advocating for peaceful solutions. We are aligned in supporting the Palestinian cause and have discussed the humanitarian crisis in Gaza and broader international peace initiatives.”

Algeria and Slovenia also reaffirm their joint commitment to a fair and lasting solution to the Western Sahara conflict, in accordance with the principle of self-determination—a principle of historical and moral significance for both nations. Their positions converge at international forums, from the United Nations to regional conferences, as they seek to defend the values of peace, sovereignty, and justice.

The state visit of President Tebboune to Slovenia signals a renewed political will to deepen strategic dialogue and operational cooperation. Both Algiers and Ljubljana are demonstrating that small and medium-sized states can shape global conversations through unity, shared values, and assertive diplomacy.
