Rachid Hachichi: Skilled Human Capital, the Cornerstone of Sonatrach’s Project Success

Algiers, Algeria | In a resolute affirmation of Sonatrach’s development philosophy, the company’s President and CEO, Rachid Hachichi, declared on Thursday that highly skilled human capital remains “a critical link in the chain of success” for the group’s exploration, production, and development projects.
Speaking during the second leg of his working visit to the province of Adrar, Hachichi inspected the Sebaa oil refinery in northern Adrar, where he received a detailed briefing on the facility’s refining operations, production volumes, and the geographical scope of its supply in various hydrocarbon products. He was also presented with an overview of Naftal’s petroleum distribution activities across the South-West region of Algeria.
Commending the workforce of the Sebaa refinery, Hachichi underscored their role in ensuring consistent energy production and maintaining supply to neighbouring provinces. He stressed that “human capital plays a decisive role in safeguarding and enhancing these achievements—a role that Sonatrach seeks to strengthen through continuous training and professional development.”
Addressing the strategic imperative of meeting both domestic and international energy demands, the Sonatrach chief outlined an operational plan designed to optimise efficiency. One of the plan’s key targets is to reduce total refinery shutdowns for maintenance from 35 days to just 10 days, a measure aimed at ensuring uninterrupted crude supply through coordinated efforts between all stakeholders.
Hachichi’s visit also served to assess the operations of production units under the Regional Directorate of Production, with particular focus on the integrated supply project for the Sebaa refinery. The facility currently produces 600,000 tonnes annually of various fuels, including diesel, gasoline, and kerosene.
Looking ahead, he revealed Sonatrach’s plans for a new refinery in Hassi Messaoud with a projected capacity of five million tonnes per year. Scheduled to come online by 2027, this facility will meet fuel needs across both the southern and northern regions of the country, with diesel production forming a core output.
The working visit concluded with the inauguration of the refinery’s new medical and social centre, located within its residential base. Equipped with multiple medical specialities, the centre is part of Sonatrach’s commitment to enhancing healthcare provision for its workforce—further reinforcing the principle that a healthy, skilled, and motivated human resource base is fundamental to the company’s sustained success.
