Algiers, Algeria | In a forceful intervention that rekindles the core of the decades-old Western Sahara dispute, former U.S. National Security Advisor John Bolton has condemned Morocco’s continued obstruction of the long-promised referendum of self-determination, accusing Rabat of defying both its own commitments and binding United Nations resolutions.

 

Speaking to Spanish journalist Hector Santorum on Sahara Occidental Radio Revolución, Bolton recalled that the 1991 UN-brokered settlement plan was explicit: the Sahrawi people must be granted the right to determine their own future. “This referendum was never about splitting one country into two,” Bolton stressed. “Morocco and Western Sahara have always been two separate entities. To deny the Sahrawis this vote is a blatant injustice.”

He noted that, despite Morocco’s agreement in 1991, Rabat has spent more than three decades undermining the process through a policy of fait accompli—entrenching its occupation while stonewalling UN mediation. “The Security Council’s resolutions have been crystal clear from the outset,” he said. “But Morocco refuses to comply, banking on the world’s short attention span.”

Bolton further warned that the Western Sahara deadlock is not a localized issue, but a destabilizing force with far-reaching consequences. “This disorder in a vital part of Africa carries a real danger of instability spreading across the continent or even reaching Europe,” he cautioned, pointing to what he described as Morocco’s “expansionist ambitions” evident in certain official maps. He urged European governments, especially those in geographical proximity, to treat the matter as an urgent security priority.

In an implicit rebuke to France’s alignment with Rabat, Bolton argued that “a country that claims to be a democracy should not oppose the right of the Sahrawi people to vote.”

On the absence of a human rights monitoring mechanism within the UN Mission for the Referendum in Western Sahara (MINURSO), Bolton reminded that the mission’s original mandate was short-term—verify the 1975 Spanish census, organize the vote, and ensure a safe, transparent process. “Human rights are inseparable from a free referendum,” he asserted.

Rejecting Morocco’s repeated attempts to smear the Polisario Front, Bolton emphasized that such efforts have collapsed under rigorous UN scrutiny. He praised the Polisario’s diplomacy for keeping African nations and Western governments aligned on the consensus that the referendum remains “the only viable outcome.”

“Rabat has no right to demand concessions in exchange for obeying an agreement it already signed,” Bolton concluded. “The path forward is clear: hold the referendum, as promised. Anything less perpetuates illegality, injustice, and instability.”
