Second Phase of the Industrial Complex in Tafraoui Launched: Hadj Larbi Industrie Plans Production of 7 Million Tires per Year

Algiers, Algeria | June 22nd, 2025 — In a press release issued on Sunday, June 22, and obtained by Algérie 54, the company El Hadj Larbi Industrie (SHLI) announced the awarding of the second phase of its ambitious industrial project aimed at building a high-performance rubber tire manufacturing plant. This factory will be located in the El Hamoul industrial zone, in the commune of Tafraoui, Oran Province, and will be entrusted to the Algerian civil engineering firm EG REKIMA, which specializes in the construction sector.

EG REKIMA was selected following an in-depth study and a rigorous evaluation of a series of bids submitted by both Algerian and foreign companies.

The company was chosen specifically to carry out the “Major Rubber Mixing Unit,” a central component of the ongoing industrial project.

This complex is among the largest industrial projects currently underway in Algeria, with a total investment estimated at 50 billion Algerian dinars.

The plant will adopt Fourth Industrial Revolution (Industry 4.0) technologies, incorporating artificial intelligence, robotics, and full automation. It will do so in partnership with the Chinese giant DOUBLESTAR TIRE, aiming to optimize production, reduce costs, and ensure quality in line with international standards.

The initial production capacity is estimated at 7 million tires per year, including 1 million intended for heavy-duty vehicles. The company aims to eventually reach 22 million units per year after commissioning various production units across the national territory.

It is worth noting that despite the technical challenges posed by the site’s clayey and marshy terrain—which required advanced engineering solutions and led to a doubling of site development costs—SHLI is continuing construction in line with the planned schedule.

The completion of the works is expected by the end of 2026. This strategic project is expected to create over 2,000 direct jobs, cover a substantial portion of the domestic market’s needs, and support the growing automotive industry in Algeria. It will also contribute to strengthening the country’s export capacity.

In the same momentum, El Hadj Larbi Industrie (SHLI) plans to launch new tenders shortly for the construction of both the “Main Manufacturing Unit” and the “Raw Materials Unit,” as part of its strong commitment to complying with the highest technical and engineering standards in realizing this strategic project.
