Seismic Risk Management: Japan Donates Scientific Equipment to Algeria as Part of Strategic Bilateral Cooperation

Algiers, Algeria | June 14th, 2025 — In a step toward advancing Algeria’s seismic risk management capabilities, the Japanese government, represented by its Ambassador to Algeria, Mr. Suzuki Kotaro, has officially delivered a consignment of advanced scientific equipment aimed at improving Algeria’s technical infrastructure in the field of seismic hazard mitigation. The handover ceremony was attended by Mr. Abdelhamid Afra, National Delegate for Major Risks, under the auspices of the Ministry of the Interior, Local Government, and Territorial Planning.

This initiative forms part of a broader bilateral cooperation project titled “Seismic Vulnerability Assessment of Buildings through a Case Study,” funded and technically supported by the Japan International Cooperation Agency (JICA). The project is designed to strengthen Algeria’s institutional and scientific capacities in evaluating building resilience and developing effective earthquake response strategies.

In remarks delivered on behalf of the Minister of the Interior, Mr. Afra acknowledged Japan’s continued scientific and technical support for this strategic endeavor, highlighting that the initiative exemplifies the shared commitment of both nations to advancing operational cooperation. This transition into an advanced operational phase includes not only the delivery of state-of-the-art equipment but also the structured exchange of expertise in seismic vulnerability assessment and risk mitigation.

Mr. Afra further emphasized the long-standing nature of Algerian-Japanese collaboration in disaster risk reduction, which has been markedly reinforced since the Boumerdès earthquake in 2003. He noted the sustained participation of Algerian professionals in Japanese training and scientific exchange programs, which have significantly contributed to the enhancement of Algeria’s disaster preparedness framework.

For his part, Ambassador Kotaro underscored the strategic relevance of this partnership, noting the active commitment of Algerian institutions in strengthening coordination and integration mechanisms for disaster response. He also stressed the critical role of science and technology in building resilience, reducing disaster impact, and informing evidence-based policy decisions.
