Senator Benzaim Calls for Transforming Unemployment Allowance into Temporary Internship Allowance to Boost Employment and National Productivity

Algiers – September 2025 – Algerian Senator Abdelouaheb Benzaim has reignited the debate on youth employment and national productivity with a bold proposal aimed at reshaping the role of the unemployment allowance. In a post on his official Facebook page, Benzaim argued that the current system, while providing much-needed financial relief, must evolve into a mechanism that actively integrates job seekers into the labor market and strengthens the nation’s workforce.
Benzaim’s proposal advocates for converting the existing unemployment allowance into a “temporary internship allowance” applicable to all beneficiaries. Under this scheme, recipients – many of whom are university graduates and skilled professionals – would be integrated into both public and private sector institutions for five hours a day. Instead of the current stipend of 15,000 dinars, they would receive 20,000 dinars, effectively transforming passive support into active skill-building.
According to Benzaim, this measure would generate multiple benefits. First, it would allow the country’s two million unemployment allowance recipients to acquire vital professional experience, boosting their competitiveness in official recruitment competitions and opening pathways to permanent employment opportunities. Second, it would directly address Algeria’s acute shortage of manpower across a range of sectors, from construction and public services to industry and administration. Third, it would create a culture of productive participation, aligning financial assistance with tangible contributions to national development.
The senator stressed that mobilizing two million beneficiaries as a trained auxiliary workforce could have a transformative effect on Algeria’s socioeconomic landscape, while simultaneously easing the burden of unemployment. He argued that the initiative would bridge the gap between financial aid and employment opportunities, shifting the paradigm from dependency to empowerment.
“There are university graduates, degree holders, and professionals who are beneficiaries of the unemployment allowance and are searching for jobs. The solution I have proposed is to transform the unemployment allowance into a temporary internship allowance (prime de stage temporaire) for all beneficiaries.
This measure would allow them to undergo internships and work in all public and private sectors for five hours a day, with an allowance or wage of 20,000 dinars instead of 15,000 dinars. It would enable the concerned individuals to acquire new experiences and provide them with a genuine opportunity to take part in recruitment competitions that are announced, including access to official employment positions in the future.
It would also allow for active participation in production, construction, and development. It should be noted that two million beneficiaries would add a new and significant energy across various sectors, which are suffering from a severe shortage of labor.”
