Sonatrach, Hecate, and Tosyali Join Forces to Pioneer Green Hydrogen in Algeria

Strategic Alliance Sets Stage for Landmark Project Linking Renewable Energy to Green Steel Production

Algiers, Algeria | May 29th, 2025 — In a strategic push toward energy transition and sustainable industrial development, Algeria’s state-owned oil and gas giant Sonatrach convened a high-level meeting on Wednesday at its headquarters to discuss the launch of an integrated green hydrogen project. The meeting brought together Rachid Hachichi, CEO of Sonatrach, David Wilhelm, CEO of the American renewable energy firm Hecate Energy, and Alp Topçuoğlu, board member of Tosyali Algérie, a key player in the national steel industry. Several top executives and decision-makers were also present, signaling the project’s critical importance at both the national and international levels.

The central focus of the meeting was an ambitious initiative to produce green hydrogen using renewable energy sources, which would then serve as a clean fuel in the production of “green steel.” This initiative forms part of a broader commitment by Algeria and its partners to accelerate the decarbonization of key industrial sectors.

The foundation of the project stems from two Memoranda of Understanding (MoUs) signed earlier in 2024. On April 29, 2024, Sonatrach and Hecate signed an MoU focused on launching a feasibility study for a large-scale renewable energy project in Algeria. Following that, a second agreement was reached with Tosyali on July 24, 2024, to explore the technical and economic viability of producing green hydrogen from renewable sources for use in steelmaking operations at Tosyali’s Algerian complex.

In what is seen as a significant step forward, preparations are underway for the signing of a new quadripartite MoU between Sonatrach, Sonelgaz, Hecate, and Tosyali. This upcoming agreement will lay the groundwork for the development of the integrated project, based on a two-phase approach:

The first phase will focus on conducting in-depth feasibility studies to assess the project’s technical relevance, environmental impact, and commercial viability. This phase will be crucial for identifying optimal technologies, locations, and investment frameworks.

The second phase will involve the actual development and deployment of the project, aligning with the shared energy transition goals of the participating entities. The production of green hydrogen will not only decarbonize steel production in Algeria but also position the country as a regional pioneer in renewable energy integration and green industrial processes.
