Strategic Algerian-Chinese Partnership: A New Era in Financing and Realizing Major Infrastructure Projects

Algiers – October 2025 – Algeria is accelerating its march toward large-scale economic modernization through a strategic deepening of its partnership with China, marking a decisive phase in the financing and realization of major national infrastructure projects. Central to this ambition is the government’s determination to expand its national railway network to 12,000 kilometers by 2030, a transformative objective that will redefine the country’s connectivity, industrial integration, and economic geography.
In this context, Minister of Public Works and Basic Infrastructure Abdelkader Djelaoui held a meeting on Wednesday with Liu Junfeng, Vice President of the Chinese International Development Cooperation Agency (CIDCA), to discuss the financial and technical consolidation of ongoing and future strategic projects. This meeting, reported by national media, reflects Algeria’s growing reliance on strategic partnerships to mobilize financial resources and international expertise for projects of national and continental significance.
China’s role as a leading partner in Algeria’s infrastructure renaissance has been steadily reinforced since President Abdelmadjid Tebboune’s official visit to Beijing in July 2023, during which railway development emerged as a top priority in the framework of the comprehensive Algerian-Chinese cooperation agreements. Since then, Chinese enterprises have significantly expanded their presence across Algeria’s major railway construction sites, particularly those related to the East and Southwest mining rail corridors, often referred to as “the projects of the century.” These corridors are essential to unlocking Algeria’s mineral wealth, boosting regional development, and transforming the nation into a continental transport hub.
According to the Ministry of Public Works and Basic Infrastructure, the high-level meeting with CIDCA was an opportunity to enhance coordination mechanisms and strengthen bilateral cooperation in the railway sector and other priority fields. In its official statement, the ministry emphasized that both parties reaffirmed their commitment to deepening the Algerian-Chinese partnership by identifying new avenues of investment, co-financing, and project execution capable of driving sustained economic and social progress across Algeria’s diverse regions.
Simultaneously, Algeria’s Minister of Foreign Affairs Ahmed Attaf engaged in a diplomatic dialogue with his Chinese counterpart Wang Yi, where the focus extended beyond infrastructure to broader economic cooperation and strategic alignment. In a statement released by the Chinese Ministry of Foreign Affairs, Beijing reaffirmed its commitment to implementing the agreements concluded between the two Heads of State in 2023, underscoring its intent to “reinforce traditional friendship and promote mutually beneficial cooperation between China and Algeria.”
This renewed engagement demonstrates China’s readiness to work closely with Algeria to achieve shared strategic goals, safeguard their respective fundamental interests, and advance bilateral relations to new heights. Over the past two years, Chinese firms have become increasingly active across Algeria’s economic landscape—spanning energy, construction, public works, and manufacturing—cementing Beijing’s position as one of Algeria’s most influential economic partners.
