Strategic Economic Diplomacy in Motion: Algeria, Spain Deepen Structured Partnership Pathways Through CREA–Government Dialogue

In a significant reinforcement of bilateral economic diplomacy, a high-level delegation from the Algerian Economic Renewal Council (CREA), led by its president Kamel Moula, held a working session in Madrid with Spain’s Secretary of State for Trade, Amparo López. The meeting unfolded within a broader framework of strategic economic convergence between Algeria and Spain, aimed at consolidating investment flows, industrial cooperation, and long-term structural partnerships.
Held in the presence of the Algerian Ambassador to Spain, the discussions come at a diplomatically sensitive yet economically constructive juncture in bilateral relations, reflecting a shared willingness to re-anchor cooperation in pragmatic, mutually beneficial sectors. The engagement followed the signing of a memorandum of understanding between CREA and the Spanish Confederation of Business Organizations (CEOE), marking an institutional step toward formalizing private-sector coordination mechanisms between the two countries.
At the core of the Madrid discussions was a reaffirmed commitment to elevate Algerian–Spanish economic relations beyond traditional trade exchanges toward structured co-development frameworks. Both sides underscored the importance of establishing sustainable value chains, particularly through industrial co-production initiatives and enhanced Spanish investment presence in Algeria, especially in energy-intensive and high-value manufacturing segments.
Several operational outcomes emerged from the meeting, most notably the planned organization of an Algerian–Spanish economic forum in Madrid, alongside the establishment of a bilateral business council. These instruments are designed to institutionalize dialogue between economic actors, streamline investment facilitation, and create a permanent platform for project monitoring and partnership development.
Sectoral priorities identified during the exchanges reflect a clear alignment of comparative advantages. Energy remains a central pillar, given Algeria’s strategic role as a regional supplier and its ongoing transition toward diversified energy models. Water management, infrastructure development, and agro-industry were also highlighted as high-potential domains for joint ventures, reflecting both Spain’s technological expertise and Algeria’s expanding domestic market and regional connectivity potential.
A key dimension of the discussions focused on industrial coproduction models, with emphasis on increasing the footprint of Spanish enterprises operating in Algeria. The Algerian side highlighted the attractiveness of Algeria as a production and export platform, particularly given its geographic positioning as a gateway to regional and neighbouring markets. This strategic positioning was presented as a lever for expanding market access for Spanish companies operating within a broader Euro-Mediterranean economic architecture.
From an institutional standpoint, the meeting reaffirmed the relevance of the Algeria–Spain Treaty of Friendship as a foundational legal and political framework underpinning bilateral cooperation. Both parties reiterated their commitment to fully activating its provisions, particularly in areas related to investment protection, trade facilitation, and private-sector integration.
In essence, the Madrid meeting represents more than a routine diplomatic engagement; it reflects a calibrated effort to reposition Algerian–Spanish economic relations within a long-term strategic framework.
