Strategic Investment Acceleration in Ouargla: Cold Storage, Industrial Clusters, and the Deepening Architecture of Saharan Economic Diversification

In a move reflecting Algeria’s ongoing structural shift toward decentralised industrial development, the Algerian Investment Promotion Agency (AAPI) has launched a new wave of large-scale investment projects in the wilaya of Ouargla, channelled through the one-stop shop mechanism and anchored in the industrial zone’s expanding economic ecosystem.
At the centre of these initiatives lies a flagship mega-project dedicated to the construction of refrigerated storage facilities for agricultural and food products, with a total capacity reaching 20,000 cubic metres. This infrastructure, conceived as a critical logistical node in the food value chain, is expected to generate approximately 200 direct jobs in the short term, signalling an immediate socio-economic impact alongside its longer-term strategic utility.
Beyond its quantitative dimension, the project reflects a broader policy orientation: strengthening food security infrastructure in southern Algeria, reducing post-harvest losses, and stabilising supply chains across vast territorial distances.
In parallel, the AAPI has initiated a diversified portfolio of projects in Hassi Messaoud Nouvelle, an area increasingly positioned as an emerging industrial satellite within the Saharan economic belt. These initiatives span multiple sectors, including sanitary units, refrigeration storage clusters, textiles, plastic manufacturing, and construction materials. The sectoral diversity underscores a deliberate policy of industrial layering, designed to reduce mono-sector dependency while fostering integrated production ecosystems.
Taken together, these projects are embedded within Algeria’s broader strategic framework aimed at reinforcing food security, expanding employment opportunities, and accelerating agricultural development under Saharan climatic conditions. The approach reflects an evolving development paradigm in which the south is no longer perceived solely as a hydrocarbon basin, but increasingly as a multi-sector investment frontier with industrial, agricultural, and logistical potential.
