Surge in Diesel Prices: Morocco on the Brink of a Socioeconomic Powder Keg

ALGIERS, March 29th, 2026 — In Morocco, the prospect of diesel reaching 18 dirhams per litre, as projected by economist Houcine El Yamani, is far more than a technical alert. It is a symptom of a profound crisis—economic, social, and political—that now threatens the already fragile equilibrium of the Kingdom of Morocco.
The figures are stark and unrelenting. Within a single month, Brent crude surged by over 50 percent, while refined diesel prices nearly doubled. When applied to the Moroccan market, this global cost explosion is compounded by heavy taxation and exceptionally high distribution margins, resulting in pump prices that risk becoming simply unsustainable for millions of households.
Yet beyond these global dynamics lies a national reality of far greater concern. A handful of major conglomerates, foremost among them Aziz Akhannouch’s Akwa Group, dominate the Moroccan hydrocarbons sector. This extreme concentration, frequently criticized, fuels a growing sense of injustice: while prices soar, profit margins remain high, and regulatory mechanisms appear either absent or deliberately ineffective.
The conflict of interest is blatant. How can a head of government, intimately tied to a dominant market actor, impartially arbitrate a crisis that strikes precisely this sector? Increasingly raised by the Moroccan public, this question undermines the credibility of the executive and reinforces perceptions of a system locked in favor of an oligarchy.
The social consequences are already manifest. Previous strikes by transport operators offered a foretaste of what could unfold on a far larger scale. Fuel lies at the heart of the entire economy: any surge immediately reverberates across the prices of basic goods, services, transportation, and foodstuffs.
The Risk of Gen212 Resurgence
This spike affects the entire consumption chain in a country where purchasing power is already under constant pressure. Within this context, the risk of a revival of the February 20 Movement—commonly referred to today as Gen212—is no longer hypothetical. All the ingredients are present: social anger, a sense of injustice, mistrust of elites, and blocked economic prospects. Layered on top of this is a disillusioned youth, grappling with persistent unemployment and rising precarity.
More profoundly, this crisis exposes the structural limits of the Moroccan model. Near-total reliance on energy imports, the absence of domestic refining capacity since the closure of the Samir refinery, and the lack of a coherent energy sovereignty policy leave the kingdom exposed to external shocks. Every geopolitical tension mechanically translates into an internal crisis.
And this time, the shock could prove decisive. Unlike previous episodes, the government’s maneuvering space appears sharply constrained. Temporary subsidies no longer suffice, reassuring statements fail to convince, and public distrust has taken deep root.
In this climate, the future of the Kingdom of Morocco appears increasingly uncertain. Without significant policy adjustments—whether through margin regulation, tax reform, or an overhaul of the energy model—the current crisis risks evolving into a systemic collapse. This would no longer be merely a question of pump prices but a matter of social and political stability.
Should this predatory, corrupt, belligerent, and expansionist regime falter, the effects would prove beneficial for all peoples of the region, beginning with the Sahrawis and Moroccans alike.
