He underscored that the proposed amendments aim to ensure โan exact concordance between the Basic Law and the legislative framework,โ while fully preserving the essence of national constants and the constitutional provisions currently in force.
In his address, the Prime Minister recalled that the 2020 constitutional reform, launched under the leadership of President Abdelmadjid Tebboune, marked a decisive step in entrenching democratic principles and strengthening institutional balance. He emphasized that the present phase does not constitute a substantive revision of the Constitution, but rather a formal and technical adjustment, devoid of any impact on the foundational content or philosophical orientation of the Basic Law.
Ghrieb further asserted that this process reflects the Stateโs commitment to legal precision and institutional coherence, ensuring that constitutional texts remain aligned with evolving legislative instruments without undermining their core principles. According to the Prime Minister, the amendments are designed to consolidate stability, enhance clarity, and reinforce the credibility of constitutional practice.
The meeting was attended by senior members of the government, leaders of political parties, the Acting President of the National Independent Authority for Elections (ANIE), as well as the Director of Cabinet of the Presidency of the Republic, Boualem Boualem, highlighting the inclusive and consultative character of the process.
It is worth recalling that these technical amendments include a set of clearly defined measures, notably the introduction of a mandatory educational qualification requirement for candidates seeking to run for the office of President of the Republic. They also clarify the procedures governing the constitutional oath of office, establishing appropriate organizational arrangements that specify both the body before which the oath is taken and the authority responsible for administering it. Furthermore, the amendments provide for the possibility of the President of the Republic deciding on the convening of early local elections.
