Algiers – October 2025 – After years of struggle and marginalization under the former system—years during which digital journalism faced an existential crisis despite the massive explosion of social media platforms and the sweeping digital revolution in audiovisual media—President Abdelmadjid Tebboune stood firmly in defense of electronic journalism. His decisive stance established a logical and natural relationship between Algerian digital media, as one of the most vital pillars of the new media ecosystem, and the unprecedented expansion of social media networks. This development gave rise to digital news platforms across these networks, aiming to reach as wide an audience as possible, while fostering an unparalleled level of interaction—ranging from browsing and selecting content to directly and instantly engaging with journalists.

President Tebboune’s Visionary Support for Digital Journalism:

A Meeting of Destiny Between a Far-Sighted Vision and an Ambitious Digital Generation

Long before assuming the presidency, Abdelmadjid Tebboune had already foreseen the immense communicative power unleashed by the digital revolution. Fully aware of its potential to transform the media landscape and modernize Algeria’s system of communication, he placed this vision at the heart of his presidential program. During his campaign, he addressed young journalists directly, pledging to integrate digital media into his reform agenda.

Once in office, President Tebboune translated this vision into a concrete plan to place electronic journalism at the core of comprehensive media sector reforms. This began with the modernization of the legal framework, moving away from the outdated practices of the past toward a renewed and dynamic legal system. A key outcome of this reform was the introduction of a new organic media law—an essential pillar in Algeria’s national communication strategy—designed to strengthen journalists’ rights, broaden the horizons of the press, and equip the nation’s media to confront the wave of external disinformation campaigns targeting Algeria. Notably, it has been Algeria’s young digital journalists who have led the charge in countering these campaigns.

A New Status for Digital Journalism:

Restructuring and Reinvigorating Algeria’s Media Landscape

The new Algeria has succeeded in bridging the immense media gap left by the previous regime, which had underestimated the transformative impact of the digital revolution on communication and journalism, particularly among youth audiences. This change was solidified in the 2020 constitutional amendment, which explicitly emphasized the promotion of press freedom and the necessity of regulating it within a legal framework. The amendment also introduced genuine safeguards to ensure the responsible exercise of this freedom.

Moreover, the executive decree 20-232 filled the long-standing legal void surrounding online journalism by establishing an official legal foundation for electronic media. Based on the guiding principles of the 2020 Constitution, the government began drafting a new organic media law that responds to citizens’ expectations and the sector’s need for structured professionalization. The law also reflects the public authorities’ desire to align Algeria’s media system with international standards, technological evolution, and the principles of public service and social responsibility. Its ultimate goal: to reinforce the freedom and professionalism of written, audiovisual, and digital journalism, while fostering a media culture rooted in national values, ethical conduct, and professional integrity.

A Historic Decision:

President Tebboune Integrates Electronic Journalism into Public Procurement Transparency Mechanisms

One of President Tebboune’s landmark decisions came during the Council of Ministers meeting on May 28, 2023, when he ordered that accredited electronic media be recognized as official channels for publishing public procurement notices. This groundbreaking decision, hailed by the National Union of Algerian Journalists and Media Professionals, was seen as a crucial step toward enhancing transparency, combating corruption, and ensuring good governance in the management of public funds.

This measure provided digital journalism with much-needed financial oxygen, granting electronic media institutions a sustainable mechanism to improve their logistical capacities and the working conditions of their staff. It also marked a milestone in the professionalization of Algeria’s media ecosystem, reflecting the President’s strong political will to address the legitimate concerns of media professionals, especially those operating in the digital sphere.

Indeed, this measure—coupled with the establishment of a national fund to support journalism—represents a robust public financing safeguard, reinforcing the protection of national interests and ensuring transparent funding for media organizations. It is a clear recognition of the essential role that electronic journalism plays in confronting the waves of misinformation and hybrid media warfare that have destabilized entire nations in recent years.

As journalist Riyadh Houili noted, with the enforcement of the executive decree on August 12, 2025, President Tebboune has personally followed through on his commitment to digital journalism—removing administrative barriers and ensuring the practical implementation of the May 28, 2023 decision. Houili described this as a “giant step in the digital transformation of Algeria’s national media,” which will enhance transparency in public tenders, empower investors and contractors to access real-time procurement information, and create a professional environment conducive to the growth of a credible and responsible digital press.

“Dzair Tube” at the Heart of the Digital Struggle:

During Ramadan 2025, Dzair Tube achieved record-breaking figures—nearly 200 million views on its official platforms and over 500 million interactions across affiliated networks.

The network’s digital TV channel, managed by Mohamed Essadeq Bouziane, continues to deliver high-quality programs—ranging from news and sports to cultural and humanitarian content—produced in modern studios equipped with advanced audiovisual technology.

Its print branch, Dzair Sport, directed by renowned sports journalist Samir Badi, has also achieved exceptional readership numbers, with more than 50,000 daily downloads from the official website.
