“The Strategic Coordination Between Algiers and Beijing Has Never Been Closer” — Chinese Ambassador Dong Guangli

Algiers – September 2025 – At a reception marking the 76th anniversary of the founding of the People’s Republic of China, the Chinese Ambassador to Algeria, Dong Guangli, delivered a forceful affirmation of the depth and dynamism of Sino-Algerian relations, hailing the “ever-closer strategic coordination” that unites Algiers and Beijing. His remarks, made on Tuesday evening in the presence of Algeria’s Minister of Higher Education and Scientific Research, Kamel Baddari, along with diplomats and representatives of international organizations, underscored not only the resilience of a longstanding friendship but also the accelerated momentum of a partnership poised to redefine regional and global alignments.
Ambassador Dong pointed to the numerous “new achievements” recorded this year as a direct outcome of joint efforts, asserting that these advances are consolidating the pillars of the bilateral partnership. “Guided by the strategic orientation of our two Heads of State, our nations continue to implement the outcomes of their summit, as well as the resolutions of the Sino-African and Sino-Arab Cooperation Forums, thereby reinforcing political trust at the highest level,” he said. The ambassador emphasized that this shared political will has translated into intensified high-level exchanges, citing the recent meeting between the foreign ministers of Algeria and China on the sidelines of the G20 summit as proof of the continuity of dialogue and the steady elevation of ties.
Crucially, Dong stressed that cooperation is not confined to the bilateral level. He underscored the robust multilateral coordination of Algiers and Beijing on pressing international and regional issues, particularly the question of Palestine, where both countries “jointly defend the interests of developing nations.” He further highlighted the creation of the International Organization for Mediation, spearheaded by China, Algeria, and other partners, as a transformative mechanism to bridge governance gaps and safeguard principles of fairness and justice in global affairs.
On the economic front, the ambassador spotlighted tangible results that are reshaping Algeria’s development landscape. He recalled the successful Sino-Algerian Investment Forum held in Algiers last April under the patronage of President Abdelmadjid Tebboune, with the participation of Prime Minister Sifi Ghrieb. The forum brought together more than 170 enterprises and 600 government and business representatives, producing “a series of significant results and cooperation intentions.” Similarly, during the Intra-African Trade Fair (IATF-2025), Algeria hosted 16 leading Chinese companies showcasing over 70 products, a move which Dong affirmed has “stimulated the surge of Chinese investment in Algeria.” Chinese capital, now exceeding seven billion U.S. dollars, is increasingly directed toward critical sectors including hydrocarbons, automotive manufacturing, and renewable energies, with “major cooperation projects advancing with steady resolve.”
The ambassador singled out landmark infrastructure initiatives, notably the 135-kilometer priority segment of the Béchar-Tindouf-Djebilet railway line—constructed by a Chinese company—which he described as a “historic breakthrough” for heavy freight transport in the African desert. Beyond infrastructure, he announced that the National Center for Digital Services is nearing completion, while Sino-Algerian cooperation in artificial intelligence and governance capacity-building is rapidly expanding. “The list of pragmatic cooperation projects between our two nations grows ever longer and increasingly diversified, injecting fresh impetus into the development of bilateral relations,” Dong affirmed.
Cultural and educational exchange is also deepening. The inauguration of the first Confucius Institute in Algeria at the University of Algiers II and the establishment of a second Chinese language department at the University of Constantine reflect, according to Dong, a “burgeoning cultural dialogue” that complements the political and economic dimensions of the partnership.
In the conclusion, the ambassador declared that China and Algeria stand united by a “broad strategic consensus and a genuine convergence of views on global governance and international cooperation.” Their joint ambition, he asserted, is to make their partnership “a model of pragmatic cooperation, a paradigm of fruitful civilizational exchange, and a benchmark for equitable global governance.”
