Algeria Signs Agreement to Finance 200,000 New AADL 3 Housing Units

Ministry of Housing, AADL Agency, and National Housing Bank unite to formalize funding mechanisms for the ambitious AADL 3 project.

Algiers, Algeria | May 10th, 2025 — A tripartite agreement establishing the financial and operational framework for the implementation of the third phase of the state-backed housing programme, AADL 3, was officially signed this Saturday in Algiers.

The agreement was concluded between the Ministry of Housing, Urban Planning, and the City, the National Agency for Housing Improvement and Development (AADL), and the National Housing Bank (BNH). It sets forth the detailed terms, mechanisms, and institutional responsibilities for the construction of 200,000 new housing units under the rent-to-own (location-vente) formula.

This initiative reaffirms the government’s sustained commitment to addressing the national housing demand and providing long-term housing solutions for middle-income citizens. It represents a continuation of the housing development strategy enshrined in Algeria’s urban and social policies.

The financial model outlined in the agreement foresees that 62% of the cost per housing unit will be covered through the BNH-led financing mechanism, while the remaining 38% will be borne by the beneficiaries, paid in five installments. This distribution is in line with the updated Executive Decree No. 24-203 of June 25, 2024, which amends Decree No. 01-105 of April 23, 2001, governing rent-to-own housing schemes.

It is worth noting that this step follows a previous agreement signed on January 6, involving BNH and six other public banks—namely the CNEP-Banque, BNA, BEA, BADR, CPA, and BDL—to jointly mobilize the financial resources required to launch the first phase of the AADL 3 programme.

The consolidated effort reflects the state’s determination to fast-track housing delivery, bolster urban planning initiatives, and ensure fair access to dignified housing for thousands of Algerians. The upcoming phase of AADL 3 is thus expected to significantly contribute to urban development, job creation, and social stability across the country.
