Unified Municipal Unions in Morocco Threaten Escalation Against Interior Ministry

ALGIERS- In a move set to disrupt the plans of Morocco’s Interior Ministry and reshape the power dynamics within the local municipalities, four of the most influential unions in the country’s sector convened in Rabat. During the meeting, these unions reached an agreement to unify their “struggle program,” marking a departure from their previously varied approaches. They also announced a series of coordinated protests and unified forms of demonstration.

According to a statement from the union coordination, the unions are planning a “national strike across various local municipalities for 48 hours on February 7 and 8, 2024.” Additionally, a centralized protest is scheduled to take place in front of the General Directorate of Local Authorities in Rabat on February 7, 2024, at 11 a.m.

The unions, which had previously organized several strikes over the past three months, received correspondence from the Ministry of the Interior, urging municipal leaders to deduct wages from striking employees. This move was met with strong resistance from the unions, leading to protests in certain regions and the threat of legal action against the ministry.

The unions’ demands include a “general increase in wages commensurate with the deterioration of purchasing power, respect for trade union freedoms, resolution of pending issues, and responding to the demands of employees.” They also emphasize the need for “fair treatment for revival and temporary workers.”

The coordinated protests are a direct response to what the unions perceive as “the Ministry of the Interior’s insistence on closing the door to sectoral dialogue and attempting to intimidate the trade union movement by pressuring municipal leaders to deduct wages from striking employees, a blatant violation of the constitutionally guaranteed right to strike under Article 29 of the 2011 Constitution.”

The statement concludes by highlighting that the four unions will reconvene on February 7 to outline a “qualitative and escalating struggle program,” including plans for a central protest march in Rabat. The unions involved in this coordinated effort are affiliated with the Moroccan Labor Union (UMT), the Democratic Confederation of Labor (CDT), the General Union of Moroccan Workers (UGTM), and the Democratic Federation of Labor (FDT).
