When Snow Becomes Death Sentence: Morocco’s Mountain Tragedy, Politics of Chronic Neglect

The suffocating isolation and lethal cold endured by residents of Morocco’s mountainous villages are neither natural inevitabilities nor unforeseen climatic events. They are the direct outcome of a deeply entrenched political logic that governs what is deemed the “unproductive Morocco” through seasonal emergency management, while systematically excluding mountain dwellers from the fundamental right to life and dignity.
The interventions officially promoted as efforts to “break isolation” barely meet the minimum threshold of humanitarian response. They are reactive, delayed, and limited in impact—measures implemented under media pressure and swiftly abandoned once public attention fades. Villages are then left to relive the same siege, as if the Makhzen were merely performing a symbolic duty rather than fulfilling a constitutional obligation. There is no permanent infrastructure, no properly equipped roads, no nearby healthcare services, and no preventive policy capable of safeguarding lives before disaster strikes.
This tragedy is further compounded by its intersection with the unresolved plight of victims of the Great Atlas earthquake. What should have been an exceptional national response has degenerated into a prolonged governance scandal. Delays in reconstruction, policy incoherence, and overlapping responsibilities expose what is marketed as an “extraordinary effort” for what it truly is: chaotic and ineffective management of a heavy humanitarian file. This is not a matter of bad luck or technical difficulty, but of a glaring absence of genuine political will to deliver justice to populations that carry little weight in the balance of power.
Even sectors that should serve as levers for mountain development reveal the same pattern of state negligence. The mishandling of the medicinal and aromatic plants sector—culminating in the dissolution of the national agency responsible for it—lays bare an improvised mentality that views the mountain not as a strategic asset, but as a laboratory for failed experimentation. How can local resources be valorized in the absence of a clear vision, and when institutions are dissolved without accountability or viable alternatives?
At the heart of the crisis lies a structural reality: the Makhzen does not treat the mountain as an integral part of the nation, but as a bothersome periphery, invoked only in times of catastrophe. There is no dedicated legislative framework for mountain regions, no integrated territorial policy, and no serious revision of urban planning procedures that account for climatic and geographical specificities. Instead, residents are left without heating, without regular supplies, and without effective access to healthcare—as though cold and death were part of the “cost of living” on the margins.
What is unfolding in Morocco’s mountains constitutes a blatant violation of the right to life, a damning indictment of public policy failure, and a losing test for the state’s discourse on territorial justice. Constitutions are not measured by lofty texts, but by their capacity to protect the most vulnerable. When mountains are left buried under snow and neglect, responsibility is political long before it is natural.
The mountain is neither a burden nor a seasonal file. It is a mirror reflecting the true nature of the Makhzen’s choices: a state powerful in taxation and control, yet strikingly weak when it comes to saving its own citizens. Every winter that passes without structural change is another conviction of a policy of organized neglect—a silent crime committed under the cover of official silence.
