This innovative instrument is expected to give fresh momentum to a sector already on a clearly positive trajectory, while reinforcing the Stateโs commitment to diversifying its financing mechanisms.
Issued in the form of Ijara (usufruct), the sovereign sukuk offer a return of 6%, a maturity period of seven years and, notably, a zero-tax regime. These features have been interpreted by financial experts as a strong signal of political will and institutional determination. Many observers have described the operation as a โhistoric breakthroughโ, particularly as it provides a credible alternative to conventional financing tools and broadens the spectrum of investment options available in the national market.
One of the central objectives of this initiative is to mobilize savings circulating outside the formal banking system. By offering a Sharia-compliant instrument, the authorities aim to remove long-standing reservations among citizens with religious sensitivities toward traditional financial products. Analysts argue that sovereign sukuk could become a structuring pillar of Algeriaโs capital market, provided that future issuances are conducted on a regular and predictable basis.
Such continuity, experts contend, would pave the way for the emergence of a comprehensive and attractive Islamic financial ecosystem. For the public authorities, the issuance responds to a clearly expressed demand from both market players and a significant segment of the population. As stated in the information note released by the Public Treasury following the announcement, the operation โforms part of a vision aimed at diversifying the Stateโs sources of financing and mobilizing national savings.โ
Regarding technical parameters, the same note specifies that the nominal value of each sukuk is set at 100,000 dinars and 1,000,000 dinars. For this inaugural issuance, the subscription period has been fixed at two months, or until the target amountโset at 296.650 billion dinarsโis fully reached.
The funds raised through this operation will be allocated to the financing of major public projects contributing to the countryโs economic and social development, particularly in the areas of infrastructure, equipment and public services. According to the Public Treasury, the initiative reflects โthe authoritiesโ determination to strengthen financial inclusion, energize the capital market and consolidate confidence in new financial instruments.โ
The subscription is open to Algerian natural persons, both residents and non-residents, as well as to legal entities and companies governed by Algerian law. Subscriptions can be made through bank counters, branches of the Bank of Algeria, the Central Treasury and Main Treasury, wilaya treasuries, as well as insurance agencies, thereby ensuring broad and inclusive access to this landmark financial operation.
