President Tebboune and Sultan Haitham oversee the signing of a wide array of memorandums of understanding and executive programs, laying the groundwork for a robust, diversified partnership
Algiers, Algeria | May 5th, 2025 — In a significant step forward in bilateral cooperation, Algerian President Abdelmadjid Tebboune and His Majesty Sultan Haitham bin Tariq of Oman presided over the signing of a series of memoranda of understanding (MoUs) and executive programs on Monday in Algiers, reflecting a shared commitment to elevate strategic ties across a spectrum of economic, scientific, industrial, and judicial domains.
Held at the headquarters of the Presidency of the Republic, the high-level ceremony concluded official talks between the two heads of state and culminated in a comprehensive framework of collaboration that spans energy, mining, pharmaceuticals, agriculture, higher education, labor, and investment.
Energy and Mining Cooperation
Among the most consequential agreements signed was a preliminary termsheet for collaboration between Algeria’s national hydrocarbon group Sonatrach and Oman’s Abraj Energy Services, signed by Sonatrach CEO Rachid Hachichi and Abraj executive Saif Said Al Hamhami. This partnership aims to explore joint ventures and enhance technical cooperation in energy services.
In the field of geology and mineral resources, a MoU was signed between the National Office for Geological and Mining Research, a subsidiary of Sonarem, and Oman’s Minerals Development Oman (MDO), represented respectively by Sonarem CEO Belkacem Soltani and MDO CEO Mattar bin Salim Al Badi.
Pharmaceutical and Health Sector Synergy
An MoU in pharmaceutical industries was inked between Algeria’s Ministry of Pharmaceutical Industry and Oman’s Ministry of Health, signed by Algerian Minister Ouacim Kouidri and his Omani counterpart Hilal bin Ali Al Sabti. The agreement is expected to facilitate knowledge exchange, regulatory harmonization, and industrial partnerships in medicine manufacturing and distribution.
Agriculture, Fisheries, and Animal Health
Agricultural and marine collaboration was strengthened through a program executed between Algeria’s National Center for Research and Development in Fisheries and Aquaculture (CNRDPA) and Oman’s Aquatic Science and Fisheries Center. Algerian Agriculture Minister Youcef Cherfa and Omani Minister Saud bin Hamood Al Habsi signed the agreement, which also included MoUs on plant protection, animal health, and general agricultural development.
Labor Inspection and Higher Education
Cooperation in labor regulation was formalized through a 2025–2027 executive program signed between Algeria’s Ministry of Labor and Oman’s Ministry of Foreign Affairs, represented by Minister Fayçal Bentaleb and Minister Badr Bin Hamad Albusaidi. A separate executive program on higher education and scientific research for the period 2026–2028 was also signed by Algerian Higher Education Minister Kamel Baddari and the Omani Foreign Minister, signaling a deepening of academic and technological exchange.
Judicial Cooperation and Investment Expansion
The justice sectors of both countries also moved toward closer alignment with the signing of MoUs between Algeria’s Ministry of Justice and Oman’s Supreme Judicial Council, led by Justice Minister Lotfi Boudjemaa and Minister Badr Bin Hamad Albusaidi. These agreements will foster judicial training, legal cooperation, and institutional dialogue.
Most notably, a termsheet to establish a joint investment fund between the Algerian Ministry of Finance and the Omani Investment Authority was signed by Finance Minister Abdelkrim Bouzred and Omani Investment Chief Abdulsalam bin Mohammed Al Murshidi. The fund is expected to serve as a catalyst for bilateral economic projects and private sector partnerships.
The extensive series of agreements marks a qualitative leap in Algeria-Oman relations, with both leaderships demonstrating political will and economic vision. These initiatives not only reinforce South-South cooperation but also reflect a broader commitment to building a resilient and mutually beneficial strategic alliance.
