Algeria Prioritizes Social Solidarity, Energy Transition, and Employment in Strategic Government Agenda
By Dr. Hana Saada
Algeria’s government convened a high-level session in Algiers this Wednesday under the chairmanship of Prime Minister Sifi Ghrieb, signaling a comprehensive push to align social, economic, and infrastructural policies with the nation’s long-term strategic vision. Central to the deliberations were three interlinked priorities: enhancing social solidarity through unemployment support, advancing the energy transition, and strengthening public health and scientific innovation frameworks.
A focal point of the meeting was the evaluation of Algeria’s unemployment allowance program, which has been operational for four years. According to official reports, the initiative has demonstrated remarkable performance, characterized by extensive coverage, digitized management, and robust regulatory mechanisms ensuring transparency and accountability. The allowance, recently increased to 18,000 DA per beneficiary as of January 2026, serves as a stabilizing social instrument while simultaneously reinforcing pathways to professional integration and skill-based training aligned with labor market demands. Data from the National Employment Agency (ANEM) indicate that over 140,000 applications are currently under review, underscoring both the program’s reach and its critical role in mitigating economic vulnerability.
Beyond economic support, the government also advanced discussions on early and multidisciplinary prevention of disability, reflecting a proactive commitment to social equity. A draft executive decree under review aims to institutionalize comprehensive measures encompassing medical, therapeutic, psychological, educational, communicational, and social interventions. This framework is designed to identify the nature and degree of disabilities, thereby optimizing care provision and integrating affected populations into the broader socio-economic fabric.
In parallel, the session highlighted Algeria’s drive to capitalize on scientific research and technological innovation. Universities and research centers presented mature technological advancements across sectors including agriculture, renewable energy, health, environmental sustainability, and industrial technology. These initiatives are strategically positioned to foster robust partnerships between academia and industry, creating pathways for technology commercialization and economic modernization.
Energy transition emerged as another pillar of government focus. Plans to restructure the energy sector are being aligned with global imperatives, including the expansion of clean energy sources, the promotion of electric mobility, and the development of hydrogen infrastructure. These measures aim not only to enhance efficiency and reduce fossil fuel dependence but also to leverage Algeria’s exceptional solar potential as a driver of sustainable growth and strategic autonomy.
The government also addressed critical infrastructure projects in the water sector, notably amendments to the desalinated water supply system from the Fouka station serving Algiers and Blida. These adjustments respond to practical challenges encountered during implementation, demonstrating a commitment to adaptive governance and resilient infrastructure planning. Finally, sectoral roadmaps for 2026–2028 were reviewed, with particular attention to environmental management and quality of life indicators, reflecting a holistic approach to national development.
