Algeria has solidified its position at the forefront of continental digital strategy with the adoption of the Algerian Declaration on African Telecommunications Sovereignty and Integrated Connectivity (2026–2030), a landmark policy framework ratified during this week’s African Ministerial Telecommunications Summit, held under the aegis of Global Africa Tech.

The Declaration, encompassing fourteen articles, sets forth a comprehensive political and strategic roadmap for Africa’s digital future. It addresses key areas including integrated connectivity, protection of critical digital infrastructures, data sovereignty, and human capital development. Structured to align with the United Nations’ Sustainable Development Goals (SDGs) and the African Union’s Agenda 2063, this framework represents a decisive step toward consolidating continental digital autonomy.

Under the stewardship of Algeria, the summit convened ministers, regulators, and development institutions from across the continent, alongside representatives from regional and international organizations. Discussions were focused on forging a cohesive African approach to digital infrastructure, cybersecurity, and cloud sovereignty, emphasizing the continent’s ability to manage its own networks while fostering innovation within local technological ecosystems.

Sid Ali Zerrouki, Minister of Post and Telecommunications, emphasized Algeria’s model of continental collaboration, describing it as “Multiple networks. One convergence”. This approach aims to ensure total interoperability across terrestrial, maritime, and space-based infrastructures, positioning Africa to leverage technological integration as a cornerstone of economic and strategic sovereignty.

The Declaration also mandates the creation of a General Secretariat to oversee implementation, facilitate cross-national coordination, and promote the exchange of best practices. Priority projects will receive technical and financial support, ensuring that African nations can collectively navigate the challenges of the digital age while asserting their technological independence.

Participants expressed their profound appreciation to President Abdelmadjid Tebboune for his unwavering commitment to African integration and development. They agreed to submit the Declaration to the upcoming African Union Summit for further examination and continental adoption, embedding its principles into the broader strategic agenda of the continent.
