Algeria Sets Ambitious Goal: 40 TWh of Green Hydrogen Exports by 2040

Algiers – September 2025 – Algeria has unveiled a bold and forward-looking vision to become a regional powerhouse in clean energy, announcing plans to produce and export between 30 and 40 terawatt-hours of green hydrogen and its derivatives by 2040. The initiative, representing nearly 10% of Europe’s projected demand, was outlined by Miloud Medjelled, Director General of Foresight at the Ministry of Hydrocarbons and Mines, during high-level ministerial meetings on alternative fuels and hydrogen at Expo 2025 in Osaka, Japan. Medjelled was representing the Minister of State, Minister of Hydrocarbons and Mines, Mohamed Arkab.

In his address, Medjelled emphasized the centrality of hydrogen in Algeria’s national energy transition strategy, framing it not merely as an energy source but as a strategic lever of economic sovereignty, climate responsibility, and regional influence. He revealed that a pilot project with Air Algérie is already underway, focusing on the local production of Sustainable Aviation Fuel (SAF) derived from refining residues and used oils. This pioneering initiative aims to align Algeria with global commitments to decarbonize aviation and significantly reduce the sector’s emissions.

Algeria’s comprehensive hydrogen strategy, Medjelled explained, rests on six strategic pillars: establishing a robust legal and institutional framework, building national capacities through universities and specialized institutes, developing an integrated industrial base to ensure local production of equipment and mastery of engineering, creating innovative financing mechanisms to attract large-scale investments, reinforcing international cooperation through platforms such as the African Green Hydrogen Alliance (AGHA) and the International Hydrogen Trade Forum (IHTF), and finally, expanding interconnection projects, notably the South2 Corridor, designed to channel Algerian green hydrogen directly to European markets.

Highlighting the urgency of transitioning to sustainable fuels in maritime and air transport—sectors responsible for nearly 7% of global CO2 emissions—Medjelled underscored Algeria’s readiness to lead with innovative, scalable, and sustainable solutions. Preparations are already advancing for storage and supply facilities in Arzew and Skikda, reinforcing the competitiveness of Algeria’s maritime transport sector.

He concluded by reiterating Algeria’s unwavering commitment to work alongside its regional and international partners to pioneer sustainable solutions in renewable energies, hydrogen, and clean transport. This ambitious roadmap not only positions Algeria as a key actor in achieving global carbon neutrality objectives but also strengthens its role as a driver of economic and social development in Africa and the Mediterranean basin.
