Under the provisions of Article 157 of the Constitution, the Agriculture and Rural Development Commission, chaired by Mr. Saadoune Lakhdar Moulay, hosted the minister of Agriculture, Rural Development, and Fisheries, Mr. Yacine El Mahdi Oualid, to present a comprehensive assessment of the sector and outline future strategies for national self-reliance. The session also witnessed the participation of Mr. Lakhal Mourad, Vice-President of the Council responsible for legislation and parliamentary relations, alongside Ms. Nadjia Djilali, Minister of Relations with Parliament.
In his opening remarks, Mr. Saadoune Lakhdar Moulay emphasized that agriculture constitutes a strategic pillar for economic independence and the diminution of hydrocarbon reliance. He highlighted the stateโs unwavering commitment, aligned with President Abdelmadjid Tebbouneโs directives, to modernize Algerian agriculture, expand Saharan farming, increase domestic production, and secure the nationโs food supply while curbing imports. The positive results achieved thus far and the vital role of farmers were duly acknowledged.
Comprehensive Sector Assessment
Minister Yacine El Mahdi Oualid delivered a detailed exposition of the agricultural landscape, identifying the attainment of food security by 2029 as Algeriaโs strategic priority. The minister emphasized strengthening reliance on national resources and progressively reducing import dependence, encompassing both agricultural commodities and production inputs. He underscored the sectorโs pivotal role in the national economy, contributing 15% to the GDP, employing over two million workers, and substantially meeting domestic demand for vegetables, fruits, and cereals, while offering promising prospects for non-hydrocarbon exports.
The minister candidly acknowledged the sectorโs challenges, ranging from climate change to ensuring sustainability for future generations, and stressed the importance of optimizing state support and enhancing productivity. Notably, a renewed focus has been placed on cereal production through the adoption of region-specific high-yield seed varieties, efficient fertilizer use guided by soil analysis, mechanization via agricultural cooperatives, and opening plant health laboratories to private sector participation.
Advancing Local Production and Strategic Crops
A strategic vision was outlined for local seed production, including hybrid vegetable seeds to reduce costs and enhance competitiveness. Emphasis was placed on arboriculture, fruit cultivation, and the development of promising sectors such as argan, carob, and dried fruits. In livestock, measures were highlighted to achieve self-sufficiency in poultry through local breeder units, enhance national genetics, increase maize production, and improve livestock feeding to reduce meat and milk production costs, incorporating advanced techniques such as embryo transfer programs.
Structural reforms were also presented, including electronic livestock identification, a revised agricultural insurance system, new financing instruments such as microcredits and the Agricultural Investment Fund, and a unified law to safeguard agricultural land from non-agricultural conversion.
Administrative Streamlining and Aquaculture Development
Minister Oualid further emphasized modernization of the legal framework, easing bureaucratic hurdles, and boosting aquaculture as a strategic source of protein through investment facilitation and digitalization of licensing procedures.
During the session, Council members raised critical questions regarding production enhancement, investment incentives, and the sustainability of food security to consolidate national economic sovereignty. The minister responded with clarifications, reiterating the sectorโs commitment to continuing efforts to advance agriculture and establish enduring food security for the nation.
