Algeria is currently at the center of renewed international interest in the hydrocarbons and mining sectors, as high-level delegations from multiple countries converge on Algiers to explore partnerships, investment opportunities, and strategic collaboration. In a dynamic context defined by shifting global energy balances and heightened pressure on gas markets, Algeria has positioned itself as a strategic partner capable of supplying energy needs while offering expertise in exploration, production, and resource management.

Over the past month, Algeria has hosted delegations from Serbia, India, Qatar, and Côte d’Ivoire, following visits by the Italian Council President and the Spanish Foreign Minister. These engagements underscore Algeria’s role as both a reliable energy supplier and a hub for industrial knowledge sharing. The emphasis of these visits goes beyond trade; they also pave the way for technology transfer, investment, and the development of new projects across the hydrocarbons and mining value chain.

A recent milestone in south-south cooperation was marked by a strategic agreement between Algeria and Côte d’Ivoire, aimed at enhancing investment and expertise exchange. During this initiative, Reda Belhadj, CEO of Sonarem, hosted N’Guessan Filbert, Director of Industrial Mining Research and Operations of Côte d’Ivoire, alongside his delegation. Practical outcomes included the designation of technical focal points on both sides, the development of legal and technical frameworks for priority projects, and a commitment to initiate joint operations in the near term.

Similar discussions were held with Serbia’s Minister of International Economic Cooperation, Nenad Popovic, and India’s Secretary of State for Southern Cooperation, Neena Malhotra. These meetings focused on strengthening bilateral frameworks in hydrocarbons, mining, and industrial investment. In the Algerian-Serbian dialogue, the attention was directed toward petroleum and gas development, industrial transformation, digitization, engineering, equipment manufacturing, and deepening commercial ties, including natural gas marketing. The parties also explored joint mining operations, geological studies, and leveraging Serbian expertise in fertilizer production, alongside the exchange of modern mining technologies and practices.

In the Algerian-Indian consultations, conducted within the framework of the 7th session of the Algeria-India political consultations, Mohamed Arkab emphasized Algeria’s aspiration to see Indian companies engage in new mining projects. India, in turn, expressed interest in broadening collaboration with Algeria, notably with Sonatrach in natural gas liquefaction (GNL) and petroleum product marketing, as well as in petrochemicals, fertilizer production, phosphate processing, and technical training within the mining sector.

Further investment discussions were pursued with Moataz Al Khayyat, Chairman of Qatar’s Power International Holding Group. The talks explored opportunities throughout the hydrocarbons value chain, including LPG commercialization and hydrocarbon transport. Al Khayyat highlighted his group’s intention to expand investments in Algeria, citing a favorable investment climate and opportunities in the energy sector, while reaffirming long-term cooperation with Sonatrach to advance mutual economic interests.

This convergence of international delegations, strategic agreements, and investment discussions illustrates Algeria’s growing prominence in the global hydrocarbons and mining arena. The country not only consolidates its role as a stable energy partner but also strengthens its capacity to attract technology transfer, foster industrial development, and shape the future of strategic energy cooperation.
