Algiers, Muscat Usher in a New Era of Strategic Cooperation

The Sultan of Oman’s state visit to Algeria cements deepening economic ties through joint investments, high-level agreements, and a shared vision for regional development

Algiers, Algeria | May 4th, 2025 —  Algeria and the Sultanate of Oman are entering a new and dynamic phase of bilateral cooperation, marked by mutual political will, strategic alignment, and expanding economic ventures. In continuation of President Abdelmadjid Tebboune’s official visit to Muscat in October 2024, the Sultan of Oman, His Majesty Haitham bin Tariq, embarked on a two-day state visit to Algeria beginning Sunday—affirming a sustained trajectory toward elevated diplomatic and economic collaboration between the two nations.

 

Central to this evolving partnership is the establishment of the Algerian-Omani Investment Fund, a flagship initiative designed to amplify bilateral investments and facilitate cross-sectoral development. This initiative reflects a significant turning point in Algerian-Omani relations, coinciding with the positive outcomes of the 8th session of the Algerian-Omani Joint Committee, held in Algiers in June 2024.

President Tebboune’s October 2024 visit to Oman saw the signing of eight memoranda of understanding spanning crucial fields including investment promotion, higher education, environmental sustainability, employment and training, services, media, and the organization of joint exhibitions and conferences. These agreements laid a solid foundation for further cooperation, bolstered by the visit to Algeria in February 2025 of Abdulsalam bin Mohammad Al Murshidi, President of Oman’s Investment Authority (OIA), accompanied by a high-level delegation of business leaders and investors.

The Omani delegation left Algiers with “a sense of reassurance and determination,” following a direct audience with President Tebboune, who reiterated Algeria’s commitment to fostering a comprehensive partnership. The meeting, attended by top Algerian officials including the Director of the Presidential Office, Boualem Boualem, Minister of Agriculture Youcef Cherfa, Minister of Health Abdelhak Saihi, and the Director General of the Algerian Investment Promotion Agency (AAPI), Omar Rekkache, conveyed Algeria’s readiness to facilitate all aspects of cooperation.

“Our discussions were extremely encouraging,” stated Al Murshidi. “We were assured that every partnership file was reviewed, and clear directives were issued to ensure favorable conditions for the success of joint projects.”

This momentum is now translating into action. A shortlist of priority sectors—notably food security and pharmaceuticals—is being drawn up, with implementation plans expected to follow in the coming weeks and months. The political harmony between Algiers and Muscat is clearly being matched by pragmatic steps and real economic deliverables.

A shining example of existing cooperation is the AOA joint venture, operating since 2017 in the industrial zone of Arzew, Oran. This Algerian-Omani company runs a high-performance ammonia and urea production complex, boasting a daily output of 4,000 tonnes of ammonia and 7,000 tonnes of granulated urea. Serving both domestic markets and exports, the complex exemplifies the industrial potential of Algerian-Omani partnerships—and sets a benchmark for future collaborations.

As both governments emphasize, this is just the beginning. Leveraging Algeria’s substantial resources, investor-friendly climate, and Oman’s strategic expertise and financial instruments, Algiers and Muscat are poised to build a robust model of South-South cooperation—anchored in trust, shared goals, and long-term vision.
