Hamlaoui Highlights Role of Civil Society in Advancing Child Protection and Health Care

On World Children’s Day, the President of the National Observatory for Civil Society Commends Grassroots Initiatives in Bordj Bou Arreridj

Algiers, Algeria | June 1st, 2025 — As part of Algeria’s commemoration of World Children’s Day, Dr. Ibtissem Hamlaoui, President of the National Observatory for Civil Society, visited the province of Bordj Bou Arreridj, where she led a series of activities celebrating children and reinforcing the country’s commitment to child protection. She was accompanied by the Wali of the province, Mr. Kamal Nouicer, the President of the Provincial People’s Assembly, members of the security committee, several elected officials, and Mr. Mokaddem Sayed Ahmed, President of the Amel El Hayat Association for the Protection of Children with Cerebral Palsy.

 

The delegation visited the Health and Wellness Center, a specialized child care facility considered a successful model of cooperation between a local association and a private economic actor. Dr. Hamlaoui emphasized the significance of such partnerships between civil society and the private sector in safeguarding childhood. She commended the efforts made to ensure a safe, inclusive, and stimulating environment for children’s growth, treatment, and holistic care—both physical and psychological.

She further underlined that civil society plays a pivotal role in child protection due to its proximity to citizens and its ability to monitor real-time needs and intervene promptly. This, she said, makes it a fundamental partner in building an effective national child protection system.

Dr. Hamlaoui called for the national expansion of such initiatives, stressing that protecting childhood is a collective responsibility that requires continuous coordination and effective cooperation among all societal stakeholders.

The day’s program also included the inauguration of a scientific symposium titled “The Role of Civil Society in Supporting the Physical and Mental Health of Children: Towards Synergy and Best Practices,” hosted at the Aicha Haddad Cultural Complex. In her address, Dr. Hamlaoui described the event as an important opportunity to renew collective commitment to child welfare, especially for vulnerable groups such as children with autism spectrum disorders, Down syndrome, and cerebral palsy. She underscored the urgent need for reinforced coordination between government institutions and active associations to ensure inclusive and efficient care.

The symposium featured the participation of local associations who presented successful field experiences in psychological and health care for children with special needs, including psychological support, speech therapy, occupational therapy, and family accompaniment. These initiatives received high praise from Dr. Hamlaoui for their patriotic spirit and professional excellence.

The event also included a lecture titled “Successful Solidarity-Based Models for Accompanying Children,” followed by a hands-on workshop on “Psychological Support for Children: Approaches and Tools,” conducted by mental health professionals. The scientific and practical dimension of the sessions underscored the seriousness and depth of the commitment to this demographic.

The celebration concluded in an atmosphere of joy and festivity with the recognition of participating children for their achievements and active involvement. Mr. Mokaddem Sayed Ahmed, along with all the associations that presented exemplary fieldwork, were also honored for their dedicated contributions.
