Mohamed Khaled: Algeria’s Election to AU PSC Signals a Renewed Era of Continental Leadership

Algiers, Algeria|  As of August 2025, Algeria assumes the rotating presidency of the Peace and Security Council (PSC) of the African Union (AU), marking a new chapter in its enduring commitment to advancing peace, stability, and continental solidarity. This presidency, granted during a period of intensifying crises across Africa, affirms Algeria’s central role as a diplomatic and security heavyweight within the African architecture.

Algeria’s leadership during this term is guided by a clear mandate: to promote and operationalize the AU’s peace and security agenda in collaboration with fellow member states of the PSC. A series of high-level and thematic meetings have been scheduled throughout the month, including strategic dialogues on the critical situations in Sudan and South Sudan—two conflict zones whose outcomes will shape regional stability for years to come.

Equally central to the agenda is the reinforcement of governance mechanisms and the continental early warning system, particularly the synergetic coordination between the African Peer Review Mechanism (APRM), the AU Centre for Counter-Terrorism (AUCTC), and the African Union Mechanism for Police Cooperation (AFRIPOL). Algeria’s presidency will also preside over a pivotal session aimed at reviewing the operational framework of the PSC’s Sub-Committee on Counter-Terrorism and lead a coordination meeting with the African representatives at the United Nations Security Council.

This robust and multi-layered program reflects Algeria’s strategic vision and unwavering will to shape collective African responses to emerging threats. Algeria’s recent election on April 15, 2025, to a three-year term (2025–2028) on the PSC was met with overwhelming support—underscoring broad continental recognition of its diplomatic acumen and security leadership. The Algerian flag, now flying at the PSC’s headquarters in Addis Ababa, stands as a powerful symbol of this renewed role.

Mohamed Khaled, Algeria’s ambassador to Ethiopia and its representative to the AU, underscored this point: “This election is a testament to the trust placed in Algeria by its African peers and is a recognition of its dynamic and principled diplomacy under the guidance of President Abdelmadjid Tebboune, whose strategic vision has restored Algeria’s rightful position on the continental stage.”

Khaled further emphasized the dual advantage of Algeria’s simultaneous presence at the United Nations Security Council and the AU’s Peace and Security Council: “This dual seat empowers Algeria to effectively defend African causes and ensure African perspectives are heard at both regional and global levels.”

On the security front, Algeria has long positioned itself as a bulwark against terrorism, violent extremism, and transnational organized crime. From its Sahelian neighbors to the Horn of Africa, Algeria has consistently championed non-interventionist, African-led political solutions to conflicts, while opposing foreign military interference that undermines sovereignty and regional agency.

The AU, during its April 2025 sessions, lauded Algeria for hosting two key institutions critical to continental security: the African Centre for the Study and Research on Terrorism (ACSRT/AUCTC) and AFRIPOL. This geographic and institutional anchoring of Africa’s counterterrorism architecture in Algiers “demonstrates the Union’s confidence in Algeria’s regional leadership,” AU officials stated.

Most recently, during the official visit of Zimbabwean President Emmerson Mnangagwa to Algiers, President Tebboune reaffirmed his country’s enduring pledge: “As the AU Coordinator for the fight against terrorism and violent extremism, I reiterate Algeria’s steadfast commitment to supporting the African Union’s efforts to establish peace and security, and to combat terrorism, organized crime, and irregular migration.”
