President Tebboune Chairs Council of Ministers Meeting: Adoption of 2026 Finance Bill and Strategic Directives for Economic and Hydraulic Development

Algiers – October 2025 – The President of the Republic, Commander-in-Chief of the Armed Forces, and Minister of National Defence, Mr. Abdelmadjid Tebboune, chaired on Sunday a meeting of the Council of Ministers devoted to the examination and discussion of several key national issues, including the draft Finance Bill (PLF) for 2026, two draft laws instituting the National People’s Army (ANP) Medal and other military decorations, as well as a detailed presentation on the hydraulics sector, according to an official communiqué from the Presidency of the Republic.
The meeting opened with the presentation of the agenda and the report of the Prime Minister on the Government’s activity over the previous two weeks. Following this, President Tebboune issued a set of decisive instructions and orientations aimed at consolidating economic stability, strengthening public service efficiency, and safeguarding the nation’s long-term development goals.
Adoption of the 2026 Finance Bill
The Council of Ministers formally adopted the 2026 Finance Bill, incorporating the President’s strategic directives. President Tebboune firmly instructed that the new finance law must not include any measures that would burden citizens’ purchasing power. He emphasized the need for a modernization and development plan for the National Office of Statistics (ONS), both structurally and technically, calling for the establishment of regional and municipal branches to provide data that reflect the true socio-economic reality of Algeria’s interior regions.
The President also directed the Government to design a more efficient, non-restrictive tax framework to combat tax evasion and negative fiscal practices. The upcoming Finance Law, he said, must be structured to stimulate investment and fair competition rather than pursue populist measures or sectoral decisions designed to attract admiration. It must, above all, deliver measurable economic value and tangible results based on rigorous feasibility studies.
Hydraulics and Desalination Projects
With regard to the presentation on the construction of five new seawater desalination plants, President Tebboune ordered that studies be deepened, prioritizing wilayas suffering from irregular water supply. He particularly highlighted the need to prioritize densely populated urban areas and regions experiencing acute water stress, notably the High Plateaus.
Addressing the report on potable water supply, the Head of State postponed its presentation to the next Council meeting, instructing that the content be further refined. He stressed that desalinated water from new plants should cover a distribution radius of at least 250 kilometers from the coastline. The final decision on plant locations will be made during the next session.
President Tebboune further underscored the necessity of instilling a “state culture” in water management, including the creation and strict implementation of an organized water distribution schedule to ensure equitable access across the population.
Preservation of Agricultural Lands
Concerning a draft executive decree on the reclassification of agricultural land parcels, President Tebboune categorically rejected the conversion of fertile agricultural lands for public project use. He instructed the Government to identify alternative, non-arable lands for future development projects, thereby reaffirming the State’s commitment to protecting Algeria’s agricultural heritage and food security.
Military Decorations and Institutional Recognition
The Council also approved two legislative texts instituting the Medal of the National People’s Army (ANP) and additional military medals. These honors are intended to recognize exceptional service, valor, and devotion to national duty within the armed forces.
The meeting concluded with the adoption of individual decisions concerning appointments and terminations in senior state positions, in line with the principles of merit and institutional renewal.
