Judicial Sovereignty Above External Calculations: How President Tebboune Foiled Attempts to Internationalise the Case of French National Christophe Gleizes from the Heart of Berlin

ALGIERS – President Abdelmadjid Tebboune’s visit to Germany was not merely another milestone in strengthening Algeria’s economic and strategic partnerships with its German counterpart under Chancellor Friedrich Merz. Its media dimension also evolved into a compelling lesson in defending state sovereignty and the authority of constitutional institutions, foremost among them the Algerian judiciary.

During the joint press conference in Berlin, one journalist sought to divert attention from the strategic significance of the visit by introducing a carefully crafted question designed to draw the Algerian presidency into making what could be perceived as diplomatic concessions before the international media. The journalist asked whether the President would consider granting a presidential pardon to the convicted French national, Christophe Gleizes. President Tebboune’s response, however, was unequivocal, firm, and laden with political messages for all those concerned.

The Prestige of Algerian Justice Is Not Subject to External Bargaining

By refusing to answer the question, stating, “I will not answer this question out of respect for Algerian justice. I will answer it only in Algeria, and I am not currently in Algeria,” the President put a definitive end to the media pressure tactics that certain Western circles have long employed to place African and Arab leaders in uncomfortable positions while visiting European capitals.

The first message conveyed was that the Algerian judiciary is sovereign and independent, and that its rulings are neither debated on foreign platforms nor subject to diplomatic pressure. Christophe Gleizes is neither a political prisoner nor a prisoner of conscience. He was sentenced to seven years’ imprisonment following conviction on serious charges relating to dealings and activities with the terrorist MAK organisation, a group that openly targets Algeria’s territorial integrity and social cohesion. Consequently, raising a case involving terrorism and threats to national security within the context of requesting a presidential pardon from a European capital constitutes, in itself, an attempt to downplay the gravity of the offences and a blatant disregard for Algerian judicial sovereignty.

“I Am Not in Algeria”: A Protocol of Sovereignty and Diplomatic Dignity

The second part of the President’s response—“I will answer this question only in Algeria, and I am not currently in Algeria”—carries profound symbolic significance, establishing what may be described as a new sovereign protocol in dealing with the international press.

It reflects, first, a rejection of the internationalisation of domestic affairs. Matters relating to national sovereignty, judicial decisions, and presidential pardons are exclusively Algerian internal affairs to be debated and decided within the country’s own institutions, not on the stage of Berlin or any other Western capital.

Secondly, it reflects a relationship of equality in international engagement. President Tebboune rejects the notion that Algeria should present administrative or judicial explanations to Western powers. Algeria is under no obligation to justify the application of its laws in defence of its national security. Those seeking clemency or wishing to follow the case must address the competent judicial institutions and the established diplomatic channels in Algiers.

Dispelling the “Foreign National Pressure” Card

This episode once again demonstrates that Algeria has definitively moved beyond what may be described as the “Western protectorate mentality,” whereby certain capitals appeared to believe that holding European nationality—in this instance French citizenship—was sufficient to shield an individual from prosecution or provide a shortcut to impunity through political arrangements behind closed doors.

The conviction of Christophe Gleizes on charges related to collaboration with the terrorist MAK organisation, followed by President Tebboune’s refusal to discuss the case while in Germany, sends a clear and unequivocal message to Paris and others: Algeria’s national security is a red line. Anyone found to have supported, financed, or collaborated with terrorist or subversive organisations will be held accountable under Algerian law, irrespective of the passport they carry.

The question posed in Berlin was intended to place Algeria on the defensive and portray it as a party open to bargaining. Instead, President Abdelmadjid Tebboune’s response neutralised the manoeuvre at its inception and transformed the exchange into what the author views as a diplomatic success, affirming that the New, Victorious Algeria neither accepts dictates nor discusses the rulings of its judiciary beyond its own borders. It is a diplomacy founded upon equality and full sovereignty—one that places the supreme interests of the nation above every other consideration and demonstrates that the era of gratuitous concessions has been consigned to the past.
