AAPI Leads National Drive to Strengthen Economic Land Governance and Accelerate Investment Projects

The Algerian Investment Promotion Agency brings together the country’s key land management institutions to develop a unified digital land portfolio, improve governance and streamline access to economic land as Algeria seeks to sustain its investment momentum.

ALGIERS — The Algerian Investment Promotion Agency (AAPI) has stepped up efforts to strengthen the governance of economic land after convening a high-level coordination meeting with Algeria’s principal public land management agencies, as authorities seek to improve institutional coordination, enhance transparency and accelerate the implementation of investment projects across the country.

Chaired by Omar Rekkache, Director-General of AAPI, the meeting brought together senior officials from the National Industrial Land Agency (ANFI), the National Tourism Land Agency (ANFT) and the National Urban Land Agency (ANFU). Discussions focused on reinforcing cooperation among the four institutions responsible for the planning, management and allocation of economic land while establishing more efficient mechanisms to respond to the growing demand generated by Algeria’s expanding investment activity.

According to AAPI, participants agreed that improving the governance of economic land requires the continuous updating of national land databases alongside the creation of a shared digital environment connecting the different institutions. The initiative aims to provide investors with accurate, reliable and constantly updated information through Algeria’s digital investment platform while improving transparency and the quality of public services available to domestic and foreign investors.

The meeting also examined practical measures to strengthen coordination on the ground by ensuring that land plots proposed for investment are effectively available before being incorporated into official investment offers. Officials stressed that greater institutional coordination is essential to guarantee that published data accurately reflects field realities, preventing the inclusion of sites that are not immediately exploitable and reducing delays affecting investment projects.

Participants further agreed to establish permanent digital mechanisms allowing continuous information exchange and real-time updating of land-related data between the four agencies. The objective is to build a comprehensive, precise and constantly updated national economic land portfolio capable of accelerating the processing of investment applications while improving institutional efficiency and decision-making.

Discussions also addressed the strategic allocation of economic land according to Algeria’s national development priorities and sector-specific investment needs. Officials agreed that available land resources should increasingly be directed toward projects capable of generating higher added value, creating sustainable employment opportunities and supporting the country’s broader economic diversification strategy.

At the conclusion of the meeting, the participating agencies committed themselves to strengthening permanent cooperation mechanisms, expanding the national economic land portfolio and improving the availability of investment-ready sites. These measures are expected to simplify access to economic land, enhance Algeria’s investment climate and facilitate faster implementation of approved projects.

AAPI noted that the meeting forms part of the ongoing implementation of Algeria’s roadmap for strengthening its investor support system. Following the completion of procedures establishing the country’s One-Stop Investment Window, the Agency is now focusing on expanding its land portfolio in order to respond to rising investor demand generated by the country’s growing investment momentum.

According to the Agency, this next phase will rely on mobilising additional economic land, guaranteeing its effective availability and continuously improving the quality and reliability of land-related data.
