Algeria, China Sign Strategic Port Dredging Agreement to Modernise National Maritime Infrastructure

Algeria and China have signed a memorandum of understanding to establish a joint venture dedicated to port dredging operations and the modernization of Algeria’s maritime infrastructure, in a move aimed at improving the operational efficiency and economic performance of national ports.

The agreement was signed on Tuesday at the headquarters of the Ministry of Public Works and Basic Infrastructure under the supervision of Minister Abdelkader Djellaou.

The memorandum brings together Algeria’s Maritime Works Group (GTM) and China Harbour Engineering Company (CHEC) through the creation of a mixed Algerian-Chinese company specialising in dredging activities and related maritime engineering operations.

The signing ceremony was formalized by GTM Chief Executive Mostafa Saïdani and CHEC General Manager Sun Yingguan in the presence of senior ministry officials and representatives from several public-sector maritime institutions, including the National Agency for Port Infrastructure Construction (ANRIP), Mediterram, Aldiph and the Maritime Studies Laboratory (LEM).

According to the ministry, the agreement forms part of the implementation of directives issued by President Abdelmadjid Tebboune during the Council of Ministers meeting held on April 19.

The partnership is intended to strengthen bilateral cooperation in dredging operations across Algeria’s national ports, particularly through the restoration of regulatory depth levels at docks, harbour basins, navigation channels and port entrances.

Authorities say the initiative is designed to enhance the operational exploitation of port infrastructure, improve logistical performance and optimize the economic output of Algeria’s maritime transport sector.

The project also reflects Algeria’s broader strategy of upgrading strategic infrastructure and expanding industrial and logistical partnerships with China across key sectors of the national economy.
