Fateh Boutbig, President of the Pan-African Parliament (PAP), has described water security as one of Africa’s most strategic challenges, stressing the need for strengthened continental cooperation, innovative solutions and long-term investment in sustainable water management systems.

Chairing a Bureau meeting of the PAP on Tuesday via videoconference, Boutbig said the commemoration of Africa Day — held this year under the theme of ensuring sustainable access to water and safe sanitation systems in line with the African Union’s Agenda 2063 — reflects a growing continental awareness of the central role of water in development, public health, food security, social stability and human dignity.

He underlined that the water challenge has become increasingly acute due to climate change impacts, including droughts, floods and disruptions in hydrological cycles, calling for reinforced cooperation and the adoption of innovative and sustainable policies placing African citizens at the centre of development priorities.

Boutbig stressed that African states must transform this challenge into an opportunity through investment in hydraulic infrastructure, development of non-conventional water resources, modernisation of sanitation systems and expanded reuse of treated wastewater, in order to strengthen continental water security and sovereignty.

Reaffirming the PAP’s commitment to supporting legislative frameworks and continental policies for sustainable natural resource management, he said achieving water security requires an integrated vision combining political will, financing, innovation and regional integration.

He highlighted Algeria’s “remarkable efforts” in recent years to reinforce water security under President Abdelmadjid Tebboune, noting that the sector has undergone “strategic transformations without precedent”.

Boutbig cited major desalination projects that have significantly increased potable water supply capacity, alongside expanded wastewater treatment facilities, reinforced dam policy and improved interconnection of hydraulic infrastructure, describing these measures as embodying national water solidarity across regions and placing water security at the core of Algeria’s development strategy.

He further noted that the PAP has set its activity calendar for 2026 following detailed discussions among its Bureau members, reaffirming the institution’s commitment to promoting strong parliamentary diplomacy aligned with the African Union’s agenda.

Boutbig added that since assuming leadership of the PAP, he has sought to promote transparency, collegial decision-making and unified action within the institution.
