PLF 2025: Algeria’s Housing Minister Announces Ambitious Housing Targets and AADL3 Program Advances

Algiers, Algeria | October 25th, 2024 —Mohamed Tarek Belaribi, Algeria’s Minister of Housing, Urban Development, and the City, announced on Thursday that the 2025 Finance Bill (PLF) outlines the construction of 235,000 new housing units, as well as continued progress on ongoing projects comprising 965,833 units across various formats. This announcement was made during a hearing with the Finance and Budget Commission of the National People’s Assembly (APN), where Belaribi emphasized the government’s commitment to addressing housing demands and advancing social housing programs.
According to Belaribi, the 2025 targets will include 185,000 rental-purchase units, 40,000 rural housing support units, and 10,000 public rental housing (LPL) units. This initiative aligns with a five-year roadmap to develop two million new housing units, a measure aimed at reducing the national housing deficit and ensuring access to affordable housing across urban and rural communities.
The ongoing programs encompass 965,833 housing units across multiple categories: 421,560 rural homes, 192,775 assisted promotional housing (LPA) units, 171,759 self-construction units in social lots, 167,796 public rental units, and 3,434 rental-purchase (AADL) homes. Belaribi reiterated that the PLF 2025 also includes social support measures for low- and middle-income households, the launch of AADL3, and plans to revive stalled housing projects by removing obstacles, ensuring funding, and expanding initiatives in various housing models.
AADL3 Program: Over 1 Million Subscriptions Approved
In a significant development for the AADL3 program, more than one million applicants have been initially approved out of the 1.4 million subscription requests submitted through the digital registration platform. Belaribi reported that 1,024,342 applicants have successfully passed eligibility checks in the national database. Rigorous screening efforts have identified 23,150 duplicate registrations in the Ministry of the Interior’s database, 25,379 positive cases within the national housing file, and 108,863 additional cases confirmed by the Directorate General of National Domain. Screening will continue to maintain program integrity.
Additionally, Belaribi noted that the selection process for the initial land parcels earmarked for AADL3 development has concluded, with 7,000 hectares allocated and planning documents for related studies approved.
2024 Sectoral Review and Housing Distribution Progress
Reflecting on progress made in 2024, Belaribi stated that the year began with the implementation of a program aimed at building 813,143 housing units, of which 449,832 have already been distributed. He expressed satisfaction with achievements made between 2020 and 2024, highlighting the delivery of 1.7 million housing units, despite the challenges posed by the health crisis. This period saw the implementation of a 1.017 million-unit program funded with DZD 1,617.41 billion, reducing the average housing occupancy rate to 4.25 persons per unit by the end of 2023, with aims to decrease it to 4.18 by the end of 2024 and further to 4.12 by 2025.
This period also saw the completion of key projects, including the Great Mosque of Algiers (Djamaâ El-Djazaïr) and new sports stadiums. Additionally, projects such as a 500-bed University Hospital Center (CHU) in Tizi Ouzou and studies for the media-oriented “Dzair Media City” in Ouled Fayet (Algiers) were launched, reflecting the ministry’s broader development objectives.
