Algeria Becomes Founding Member of New Global Artificial Intelligence Organisation
High Commissioner for Digitalisation Meriem Benmouloud signed the founding agreement establishing the World Artificial Intelligence Organization in Shanghai on behalf of Algeria, reinforcing the country’s commitment to digital transformation, AI governance and international technological cooperation.

SHANGHAI — Algeria has become a founding member of the newly established World Artificial Intelligence Organization (WAIO) after High Commissioner for Digitalisation Meriem Benmouloud signed the organisation’s founding agreement on Thursday in Shanghai on behalf of President Abdelmadjid Tebboune.
According to a statement issued by the High Commission for Digitalisation, Benmouloud signed the agreement on Algeria’s behalf as a founding member of what authorities described as the first international organisation dedicated exclusively to artificial intelligence and its global governance.
The signing took place ahead of the 2026 World Artificial Intelligence Conference (WAIC), scheduled to be held in Shanghai from 17 to 20 July, where Benmouloud will represent Algeria.
The conference is expected to open in the presence of Chinese President Xi Jinping, alongside senior government officials, international organisations, technology leaders, academic institutions and research centres from around the world.
Participants will examine the latest developments in artificial intelligence, emerging technological trends and international governance frameworks aimed at promoting the responsible, secure and sustainable development of AI.
Organisers say the conference seeks to strengthen international trust and expand global cooperation by creating a platform for dialogue on AI governance, innovation and regulatory coordination, while positioning the gathering as a significant milestone in the evolution of artificial intelligence worldwide.
Algeria’s participation reflects the government’s broader strategy to accelerate the country’s digital transformation and strengthen its position within the rapidly evolving global digital economy.
According to the High Commission, the initiative forms part of President Tebboune’s strategic vision to accelerate national digitalisation, keep pace with global technological advances and reinforce Algeria’s digital sovereignty through greater international engagement in emerging technologies.
The signing also underscores Algeria’s growing involvement in international discussions on the governance of artificial intelligence as countries seek to establish common frameworks for the development, regulation and responsible use of AI technologies.
