Algeria Calls for Inclusive AI Governance as Zerrouki Frames Artificial Intelligence as a Development and Sovereignty Imperative

Geneva — Algeria has called for a more inclusive and equitable international framework for the governance of artificial intelligence (AI), arguing that emerging economies must play an active role in shaping the technologies of the future rather than remaining passive consumers.
Representing Algeria at the United Nations Global Dialogue on Artificial Intelligence Governance in Geneva, Sid Ali Zerrouki, Minister of Post and Telecommunications, said artificial intelligence has evolved beyond a purely technological issue to become a strategic driver of economic development, innovation and national sovereignty.
Addressing delegates from more than 100 countries, Zerrouki stressed that the future governance of AI should ensure meaningful participation by developing nations in the design, development and regulation of AI systems.
“Artificial intelligence is no longer merely a technological issue; it has become a question of development and sovereignty,” he said, calling for international governance mechanisms that provide equitable opportunities for all countries to contribute to the evolution of AI technologies.
From Principles to Practical Implementation
Zerrouki argued that international discussions on AI governance should move beyond broad declarations of intent towards concrete implementation mechanisms capable of reducing global technological disparities.
He identified capacity-building, technology transfer and knowledge sharing as essential pillars of a balanced global governance framework, enabling developing countries to strengthen their technological capabilities and participate more effectively in the rapidly evolving AI ecosystem.
According to the minister, such measures are necessary to ensure that artificial intelligence contributes to sustainable development while narrowing, rather than widening, existing digital inequalities.
Algeria’s Vision for Global AI Governance
In a statement, Algeria’s Ministry of Post and Telecommunications said the country’s participation reflects its commitment to contributing to the development of a balanced international governance architecture for artificial intelligence.
According to the ministry, Algeria supports an international framework that promotes sustainable development, safeguards state sovereignty and advances the shared interests of the global community while encouraging responsible technological innovation.
The government has increasingly positioned digital transformation and artificial intelligence among the strategic priorities of its national modernisation agenda, alongside broader efforts to expand digital infrastructure and technological capabilities.
UN Pushes for Coordinated Global Framework
The inaugural edition of the Global Dialogue on AI Governance was attended by António Guterres, who underscored the need for coordinated international action to manage the opportunities and risks associated with artificial intelligence.
In his address, the UN Secretary-General highlighted several strategic priorities, including the establishment of a global AI governance framework, narrowing the digital divide, strengthening international cooperation and ensuring the responsible and ethical use of artificial intelligence.
He also emphasised the importance of technology transfer, infrastructure development and capacity-building to enable developing countries to participate fully in both the advancement and governance of AI technologies.
The Geneva dialogue brought together representatives from more than 100 countries with the objective of advancing a common international vision for artificial intelligence governance. The discussions focused on promoting international cooperation while ensuring that the rapid evolution of AI remains aligned with sustainable development, ethical standards and the interests of all nations.
