Algeria, China Agree to Expand Renewable Energy Cooperation
Partnership to encompass carbon reduction expertise, green hydrogen development and solar manufacturing

ALGIERS — Algeria and China have agreed to broaden their cooperation in the energy sector, with both sides identifying renewable energy, green hydrogen, carbon footprint reduction and industrial cooperation as key priorities for future collaboration.
The understanding was reached during a meeting held on Saturday between Minister of Energy and Renewable Energies Mourad Adjal and Han Wenxiu, Deputy Director of the Executive Office of the Central Financial and Economic Affairs Commission and Director of the Office of the Central Rural Work Leading Group of the People’s Republic of China. The meeting was attended by senior officials from Algeria’s energy sector.
During the talks, Adjal underscored the strength of the long-standing strategic partnership between Algeria and China in the energy sector, praising the contribution of Chinese companies to the implementation of major renewable energy infrastructure projects across the country.
He highlighted, in particular, the construction of Algeria’s largest photovoltaic power plant in Touila (Fouila) as an illustration of the productive cooperation between the two countries.
The minister called for expanding bilateral cooperation beyond conventional energy projects to include the transfer of Chinese expertise in reducing carbon emissions, advancing green hydrogen as an alternative energy source, and strengthening cooperation in the training and development of specialised human resources.
Adjal also stressed the importance of accelerating the implementation of projects currently being carried out by Chinese companies in Algeria, notably the combined-cycle power plant in Tébessa Province and the Birine power generation project in Djelfa Province.
For his part, Han Wenxiu commended the level of cooperation achieved between Algeria and China in the energy sector and welcomed the proposals put forward by the Algerian minister.
He reaffirmed China’s readiness to expand cooperation in wind and solar energy, while also supporting the manufacturing of solar panel components and related equipment, reflecting Beijing’s interest in deepening industrial as well as technological partnerships with Algeria.
At the conclusion of the meeting, both sides agreed to create favourable conditions for advancing bilateral cooperation in energy and renewable energies on the basis of a mutually beneficial “win-win” partnership, in line with the strategic vision and ambitions shared by the leaderships of Algeria and China.
