Algeria Launches Strategic Partnership with Germany to Align Vocational Training System with International Standards

Algiers — Algeria has launched a strategic cooperation project with Germany aimed at aligning its vocational education and training system with internationally recognised standards, marking a new step in the country’s efforts to modernise workforce development and strengthen the quality of professional training.
The initiative, announced by the Ministry of Vocational Education and Training, was officially launched during a workshop that opened on Monday in Algiers, bringing together representatives of the German Embassy, German experts and senior officials and specialists from Algeria’s vocational training sector.

At the heart of the project is the adaptation of the internationally recognised GRETA competency framework, originally developed in Germany, to Algeria’s vocational education and training system.
GRETA serves as an internationally recognised reference framework for identifying and assessing the professional competencies of trainers and adult education instructors. Developed by the German Institute for Adult Education (DIE) with the support of Germany’s Federal Ministry of Education and Research, the model defines the knowledge, pedagogical skills and professional values required for high-quality teaching and continuous vocational training.
The framework covers key areas including instructional planning, teaching methodologies, communication, learner guidance, organisational management and professional ethics, providing a comprehensive benchmark for improving training quality and recognising professional competencies.
According to the ministry, the project forms part of Algeria’s broader strategy to modernise its vocational education system by developing a national competency framework for trainers based on internationally recognised best practices while taking into account the country’s institutional and labour-market specificities.
During the joint workshop, Algerian and German experts are examining the GRETA framework to identify areas of compatibility with Algeria’s existing vocational training system and explore how it can be adapted to meet national requirements.
The discussions are expected to contribute to the development of a tailored Algerian competency framework capable of strengthening trainer qualifications, supporting continuous professional development and improving evaluation mechanisms across the sector.
The workshop will conclude with the preparation of a joint roadmap outlining the next stages of implementation, supported through technical expertise and cooperation with international partners.
The initiative reflects the growing depth of Algerian-German cooperation in education and human capital development while illustrating Algeria’s commitment to drawing on successful international experiences to modernise vocational training, improve workforce skills and better prepare graduates for the evolving demands of the labour market and the country’s economic diversification strategy.
