Algeria, Turkey Deepen Strategic Alignment Through High-Level Cooperation Council

President Abdelmadjid Tebboune’s official visit to Turkey marks a new phase in the consolidation of Algerian-Turkish strategic relations, centred on the inaugural session of the High-Level Strategic Cooperation Council co-chaired with Turkish President Recep Tayyip Erdoğan.
The two-day visit reflects what both governments describe as a shared determination to elevate bilateral ties into a structured model of balanced and mutually beneficial partnership spanning political coordination, economic integration and regional diplomacy.
Relations between Algeria and Turkey have steadily expanded under the 2006 Friendship and Cooperation Treaty, supported by sustained high-level political engagement. Tebboune’s current visit marks his third trip to Turkey since taking office, while Erdoğan previously visited Algeria in 2018 and 2020. Turkey’s foreign minister also conducted multiple visits to Algeria between 2019 and 2021, reinforcing institutional dialogue between both states.
The growing political convergence between Algiers and Ankara has been accompanied by increasingly regular coordination on regional and international issues, particularly around state sovereignty, peaceful conflict resolution and stability in the Mediterranean and African regions.
Parliamentary cooperation has likewise intensified. Friendship groups were established within Turkey’s Grand National Assembly in 2018 and Algeria’s National People’s Assembly in 2022, reflecting broader efforts to institutionalise bilateral engagement beyond executive diplomacy.
Alongside political and economic cooperation, the partnership continues to draw on deep historical and cultural links between the two countries. Turkey previously restored the Ketchaoua Mosque in Algiers, inaugurated in 2018, while restoration projects continue in sections of the Casbah of Algiers, the Bey Palace and the Pacha Mosque in Oran.
Turkey also opened a consulate general in Oran in 2023 as part of expanding people-to-people, economic and cultural exchanges.
Bilateral relations gained additional momentum following Algeria’s humanitarian assistance to Turkey after the February 2023 earthquakes, reinforcing what officials on both sides describe as relations founded on solidarity and strategic trust.
During a joint press conference with Erdoğan in 2023, Tebboune described Algerian-Turkish relations as “solid, with open prospects for greater cooperation,” citing the existence of “sincere political will” in both countries to deepen the partnership.
The launch of the High-Level Strategic Cooperation Council is expected to further institutionalise that trajectory, providing a structured framework for expanding cooperation across trade, industry, energy, infrastructure and regional coordination.
The visit comes amid rapidly growing economic ties between the two countries, with bilateral trade exceeding $6.5bn and Turkish investments in Algeria estimated at roughly $7.7bn across sectors including steel, construction, manufacturing, logistics and agro-industry.
For both Algiers and Ankara, the strengthening partnership increasingly reflects broader geopolitical positioning as each seeks greater regional economic influence and long-term strategic depth across the Mediterranean and Africa.
