President Tebboune Arrives In Ankara For Strategic Talks As Algeria-Turkey Ties Shift Toward Structured Investment Partnership

Algerian President Abdelmadjid Tebboune arrived in Ankara on Wednesday for an official visit, where he was received by Turkish President Recep Tayyip Erdogan at Esenboğa International Airport.
The visit is centred on the first session of the Algeria-Turkey High-Level Strategic Cooperation Council, which the two leaders will co-chair, marking a shift from expanding trade ties to a more structured framework of bilateral coordination with investment at its core.
The trip comes amid visibly intensifying relations between the two countries, following multiple high-level exchanges, including visits by Erdogan to Algeria in 2020, 2022 and 2023, which helped accelerate economic and political engagement.
Bilateral trade exceeds $6.5 billion, with both sides targeting $10 billion in the medium term, positioning Turkey among Algeria’s most significant non-European partners in the Mediterranean.
Turkish investment remains the central driver of the relationship. Around 1,600 Turkish companies operate in Algeria, with total investment estimated at $7.7 billion across sectors including steel, construction, public works, textiles, agro-industry, household appliances, plastics and building materials.
This industrial presence has expanded alongside Algeria’s policy push to reduce import dependence and promote domestic production through local manufacturing and assembly, offering foreign partners access to a market of more than 45 million consumers and a platform for exports to African and regional markets.
One of the flagship projects is the Tosyali steel complex in Oran, which has evolved into a major production hub serving both domestic demand and export markets, and is widely viewed as a benchmark for industrial cooperation combining local value creation, employment and export capacity.
Turkish firms have also maintained a strong foothold in infrastructure and construction, securing major projects through competitive pricing and execution capacity, while expanding into manufacturing and services as Algeria tightens import conditions on finished goods.
Energy remains a key pillar of the partnership, with Turkey importing Algerian liquefied natural gas and other energy products, while Algeria imports a diversified range of Turkish industrial inputs and consumer goods, creating a complementary but structurally imbalanced trade pattern that both sides are increasingly seeking to rebalance.
Connectivity has expanded significantly, with weekly flights rising from 35 to around 80, reflecting growing flows of business, tourism and academic exchanges.
Institutional and financial links have also deepened, notably with the opening of a Turkish agricultural bank branch in Algeria in early 2025 and the establishment of a Turkish consulate general in Oran—developments seen as supporting a broader investment ecosystem rather than purely commercial exchange.
For Ankara, Algeria represents a reliable energy supplier, a large regional market and a strategic gateway to North Africa and the Sahel. For Algiers, Turkey offers a diversified industrial partner aligned with its reindustrialisation strategy.
Discussions during the visit are expected to focus on increasing investment flows, facilitating banking operations, strengthening logistics chains and advancing cooperation in key sectors including steel, construction materials, textiles, energy and agriculture.
The visit takes place against a backdrop of global supply chain fragmentation and intensifying competition for African markets, with both countries seeking to anchor their relationship in long-term industrial cooperation and joint production.
Beyond economics, the partnership reflects a broader regional repositioning, with both capitals aiming to consolidate influence across the Mediterranean and Africa through a more structured and durable bilateral framework.
