Legislative Elections (2 July): Official Launch of the Electoral Media Campaign and Structured Airtime Allocation Framework

Algeria has officially launched the “media battle” for candidates competing in the legislative elections scheduled for 2 July, marking the start of direct media expression slots across public audiovisual platforms.
The National Independent Authority for Elections (ANIE) organised a draw to determine the distribution of airtime allocated to candidates on public radio and television channels. The operation was supervised by ANIE’s interim president, Karim Khelfane, in the presence of the Minister of Communication Zoheir Bouamama, the head of the National Independent Authority for Audiovisual Regulation (ANIRA), representatives of the Constitutional Court, as well as political party delegates and candidates participating in the race.
The initiative is framed as a mechanism to guarantee equal opportunity in media access, with Khelfane recalling that the process is grounded in Organic Law No. 21-01 of 10 March 2021 governing the electoral system. He stressed that the draw ensures parity in access to public media through a structured allocation of broadcast time across six public television channels and multiple national and local radio stations.
He underlined that this system establishes a dedicated media space for electoral communication throughout the 20-day campaign period, reinforcing what authorities describe as equal conditions for all contenders.
A key innovation highlighted by ANIE is the introduction of electronic drawing procedures, described as the first of its kind in Algerian electoral operations. The system takes into account all submitted candidate lists for airtime distribution, covering 788 lists at the national constituency level and 66 lists representing overseas constituencies. These figures remain subject to final validation pending judicial review of administrative appeals, which will determine the definitive list of eligible candidates.
ANIE reaffirmed its coordination with relevant public institutions to ensure equitable media access for all electoral lists. Khelfane also used the occasion to highlight the symbolic timing of the electoral process, which coincides with the 64th anniversary of Algeria’s Independence and Youth celebrations, calling for heightened institutional responsibility.
He urged all stakeholders—political parties, independent candidates, institutions, and citizens—to strictly adhere to the electoral campaign charter and ethical guidelines governing political communication. He stressed the importance of maintaining responsible discourse throughout the campaign period to strengthen democratic practices and consolidate political ethics.
Expressing appreciation for state institutions, Khelfane specifically thanked the President of the Republic for institutional support aimed at ensuring the success of the electoral process.
Regarding technical modalities, ANIE confirmed that the official campaign period will run for 20 days, from 9 June to 28 June, during which candidates will benefit from direct media exposure. Each intervention is strictly limited to three minutes per list, ensuring uniform speaking time across all participants.
The system of candidate identification has also been formalised. Political parties are assigned numbers from 1 to 34, while coalition lists occupy numbers 35 and 36, representing both national and overseas alliances.
Independent lists are categorised according to a specific coding system. Domestic independent candidates are identified by wilaya numbers marked in red, followed by list numbers starting from 101 onwards. For overseas constituencies, independent lists are divided into eight geographical zones, each assigned a zone number in red, followed by list numbers beginning from 401, covering all external electoral districts.
The structured framework reflects what authorities describe as an effort to ensure transparency, fairness, and equal media representation throughout the legislative electoral campaign.
