President Tebboune Reaffirms Constitutional Supremacy and Rights Protection at International Conference

Algerian President Abdelmadjid Tebboune on Tuesday reaffirmed the primacy of the Constitution and the protection of fundamental rights in a message to participants at the third International Conference of the Constitutional Court in Algiers.

The address, delivered on his behalf by Constitutional Court President Leila Aslaoui, marked the opening of the conference at the Abdelatif Rahal International Conference Centre, focused on the role of constitutional review in safeguarding rights and freedoms in Algeria and comparative systems.

Tebboune said the gathering reflected Algeria’s commitment to strengthening the rule of law, anchored in constitutional supremacy and the institutionalisation of rights protection. He described constitutional justice as a pillar of democratic governance and institutional stability, particularly following the 2020 constitutional revision that reinforced the court’s role.

He said recent targeted amendments were introduced to address provisions whose practical application exposed limitations, aligning the legal framework with societal expectations while avoiding interpretations that could weaken institutions or infringe on fundamental freedoms. The Constitution, he added, must remain a “living document” evolving with the nation.

The president emphasised that constitutional review is not merely procedural but a sovereign safeguard aimed at reinforcing public confidence in the legal system. He highlighted reforms allowing citizens to invoke constitutional review through the exception of unconstitutionality, with streamlined procedures to broaden access to constitutional justice.

Tebboune also stressed the need for an independent and effective Constitutional Court capable of preventing legal excesses and upholding both constitutional supremacy and protected rights.

Placing Algeria’s approach within a comparative context, he said the protection of rights and freedoms constitutes a universal value requiring stronger international cooperation amid accelerating global challenges.

He concluded by praising the court’s role in sustaining the conference as a platform for legal exchange, expressing confidence that its deliberations would generate practical recommendations to advance constitutional justice and the rule of law.
